Input on Arthur Street between 7' and Kimball at the Plaza This item is to discuss leaving Arthur Street between 7th and Kimball open, closed or a mixture of both. The Plaza was designed with Arthur Street open and closing with bollards when needed for events. The Plaza officially opened to the Public on July 14th. Shortly after the opening Destination Caldwell realized the dynamics of how the public was using the Plaza. The entire area is used as an openly public space and is not conducive to having an open street run through it. When watching people move about the plaza one can see the street is not apparent to adults or children using the area. Destination Caldwell thought it best to leave that section of Arthur closed to traffic. They felt this was in the best interest of pedestrian safety, especially children. Brent Orton contacted as many property and business owners as possible that boarder the Plaza for their input and preference on the street being open or closed. A mass majority prefer the street remain closed but are concerned about getting deliveries, etc. Main points for discussion are: • Access for customers and deliveries to businesses bordering the Plaza • Safety of pedestrians enjoying the Plaza and frequenting businesses surrounding the Plaza • Children engaged in play moving about the Plaza freely not recognizing the roadway as a roadway. The following options where purposed which in turn generated the comments that follow each; 1. Keys to the bollards be given to all Business Owners so they can remove bollards at their discretion o JW—That would place responsibility for public safety in private hands. The City would have no control o RM —Agrees with the above comment. Would be better to give the Plaza Operations Manager (OM) the keys and let business owner's work with them. o AC—Agrees the OM should be the only one with keys. Owner's must go to the OP to arrange to have bollards removed 2. Designate one or two days a week for deliveries to businesses. OM keeps the key and exceptions can be arranged with the OM o RD—Police don't need additional access o AC-Ambulances can access from the curbs. o AC— If there is a larger emergency, emergency services can cut the locks o AC— Keys to the bollards can be placed in a lock box o RM —Unregulated or inconsistent hours frustrate and confuse drivers. Could make them choose to avoid the Plaza as a destination. 3. Make a Caul de Sac or Hammerhead at the entrance to the Plaza on the 7th Street and Arthur side. Add a "No Outlet" or "No through Street" sign at 7th Street and Main. Traffic Commission made the following motions TC agreed unanimously on all. • As the general rule, Arthur Street adjacent to the Plaza remains closed with Emergency access only. • The Plaza OM will have keys to the bollards. The OM will address exceptions and arrange to open bollards as the OM deems necessary • Engineering and Street departments will work together to address the Caul de Sac/ Hammerhead design and installation at the 7th Street and Arthur Street entrance Resource/Weather Pending Business: - 1. Homedale and Indiana Avenue intersection — Roundabout/ re-design. (CHD4 will design and implement) 2. Way finding signs for the plaza - Brian Billingsley "Destination Caldwell" is asking the TC if way finding signs can be installed for the new plaza. See TC notes from August 2015. 3. Cross Walk on Blaine in front of Simplot Stadium needs enhancement. —Chris Allgood 11- 2015 4. Cleveland/ Blaine at 10th Signals. Long term improvements. 5. 10th Ave vertical curve design — Robb MacDonald Aug 2017 6. Extend red curbing at 20th & Cleveland —CPD is currently working on a package solution for parking and sight issues in this area. Nov 2017 7. Restripe Skyway in late Spring or early Summer. Nov 2017
