Colhgan. (Administrative Secretary) Commission Members: Tressa Dodge, Rick Hall,Tyler Morgan. Members Absent: Brian Billingsley(Planning&Zoning Director),Cheyne Weston Others Present: I. Review and Approval of the Agenda and any Amendments 11. Old Business A. Approve Minutes from the June 28, 2018. meeting as previously signed by the Chair. MOTION made by Commissioner Dodge to approve the minutes. SECOND by Commissioner Morgan. Approved unanimous vote. III. New Business A. Case Number DR-18-05:A request by Darrell Dice for Design review approval to add windows and a door to the backside of the building located at 720 Main Street (Maddy's plaza). Testimony: Jarom Wagoner,Senior Planner, 621 Cleveland Blvd., Caldwell, ID 8605,presented the staff report and stated that the applicant is requesting design review approval to add windows and a door to the backside of the building located at 720 Main Street(Maddy's Plaza). The applicant is not present. Mr.Wagoner informed the committee they could still hear the case or table it. Committee members decided to hear the case. Mr.Wagoner stated that what is being proposed is for the backside of the building. They are replacing windows and a new door.The door will be similar to the windows with the dark metal.. Commissioner Hall asked if the part around the doorway was consistent with the four court. Page 1 Mr.Wagoner stated yes. Commissioner Dodge confirmed that they are asking to replace windows that are exactly the same as windows/door that the commission has previously approved. Mr.Wagoner stated yes,and the one addition they may want to consider is to require an awning over the doorway. Commissioner Hall asked if there was a sketch that would indicated the placement of the windows. Mr.Wagoner stated no there is not,but there will not be any new windows,just the replacement of windows. Mr. Morgan asked if they were requesting any variances. Mr.Wagoner stated no. Mr.Morgan stated that they only concern he has is making sure they are adhering to the guidelines for the accessories out front(pedestrian amenity) and he Iikes the idea of the awning. MOTION TO CLOSE TESTIMONY: Commissioner Dodge. SECOND: Commissioner Morgan. Passed: Unanimous vote. Findings of Fact: The Design Review Commission accepts the general facts as outlined in the staff report, public testimony,and the evidence list. Commissioner Dodge.SECOND: Commissioner Morgan. Passed: Unanimous vote. Conclusions of Law: The Design Review Commission accepts the Conclusions of Law as outlined in the staff report. Commissioner Dodge.SECOND: Commissioner Morgan. Passed:Unanimous vote. ORDER OF DECISION FOR DR-18-05 (Design Review) MOTION: Commissioner Dodge that Case Number DR-18-05 be approved without the following conditions: i) The addition of an awning over the doorway with approved style and color and compliance within the Design Review Guidelines. ii) The inclusion of one pedestrian amenity in working with Destination Caldwell in terms of what that entails and the location of the amenity. iii) The exterior windows shall be replaced with windows associated with the doorway entrance and shall not be mirrored and shall be compliant with the plaza Design Review Guideline requirements.
