Caldwell Traffic Commission (TC) Minu s A July 2, 2018 Present: Gordon Reed, Robb MacDonald, Brian Billingsley, Brent Orton, Henry Busse, Chief Wendelsdorf Secretary:Tamera Frans *MUTCD (Manual on Uniform Traffic Control Devices) *ROW (Right-of-Way) *TC (Traffic Commission) *MOU (Memorandum of Understanding) Old Business—from 5/05/2018 - None 1. Parking issue on Ash Street—Stephanie Baldwin Vehicles parking on Ash Street from the college to Farmway road restrict the driving lane to less than ten foot. This road is a marked a divided road by yellow lines yet it is impossible to stay in a single lane and still get around parked cars. Traffic commission Action 5/5/18 TC chose to table this request until the Fire Chief is available for the discussion. ACTION:The Fire Chief is unaware of any issues regarding safety vehicles traveling on Ash Street. A motion was made and Traffic Commission agreed unanimously to eliminate the yellow lines on Ash. The street department is currently in chip sealing season. When Ash Street is chip sealed the Street dept. will not restripe the road. This action will remove the lane restriction for drivers so they may maneuver around parked vehicles legal. New Business— 2. Request larger STOP sign at 12th & Blaine and 12' & Cleveland—Brad Waldron Mr. Waldron claims drivers are running the stop signs at the above locations. Mr. Waldron suggests bigger Stop signs or red flashers. Reviewing the area, it does appear there is a tree on the south side of the intersection that may be obstructing the site triangle. As for Stop signs, size is based on the speed limit. The stop signs in place are adequate for the speed at the intersection. A motion was made and TC agreed unanimously to request stop bars be painted on both sides of the intersection, reflective tape be placed on the Stop sign post and the sight triangle be checked. The tree may be trimmed or removed if needed. ACTION: Street will paint stop bar, add tape to post and insure the sight triangle is clear. 3. Request angle parking on Garber Street—Tammy Harris CEO Bestbath Initially, all parking on Garber Street was parallel. Recently a neighboring business changed to angled parking. The angled parking created logistics issues for Bestbath. To accommodate the neighbors change Bestbath asked if they too could change to parallel parking. There is a lot of industrial traffic on Garber Street and parallel parking narrows the roadway. This being an industrial area it is the determination of the TC that it is in the best interest of all businesses in the area to return all parking to parallel parking. Garber Street was recently chip sealed but not restriped. Striping will not be replaced and Garber Street will return to parallel parking only. ACTION: No Action required. Tammy will send correspondence of the decision to Tammy Harris at Bestbath. 4. Resident parking in the RR P-lot between 11th & 12th. —T.J. Frans The residents at 1217 Main St. appear to have set up a canopy and pool in their driveway entrance, blocking off any chance to park at the back of their house; which they did prior to the new parking lot being built adjacent from the home. They now use the new public parking lot to park their vehicles. In addition and across from the same residence, someone parked an RV trailer in the p-lot in a manner that takes up several spaces. It appears parked so the door is facing the houses. It appears someone is staying in the trailer. These may be Code Enforcement issues someone will need to start monitoring. ACTION: Item differed to next meeting 5. Request "No Parking" signs near mailboxes—Dana Nyman HOA Apple Creek Dana would like NO PARKING signs installed near the mailboxes on the north end of Ida Red in the cul de sac. Residents are parking and blocking access to a bank of mailboxes there. They have asked them not to park in front of the mailboxes because the USPS will not deliver the mail but people continue to park there. City Code 09-07-19 addresses parking in front of mailboxes. A motion was made and TC agreed unanimously to have Tammy send correspondence to Dana citing City Code 09-07- 19 and suggest the HOA send a friendly letter to its residents sharing this information. If the problem continues to persist, the HOA can then contact the CPD ACTION:Tammy will send correspondence of the TC decision to Dana Nyman. 6. Request Crosswalk at the intersection of 12th Ave and Chicago—Anita Hollis Anita requests a crosswalk on the east side of the intersection of N. 12th Ave and Chicago St. There is a new parking lot on the northeast side of this intersection as well as a new bus stop. According to Anita at 5pm it is extremely difficult to get to the new parking lot and bus stop because drivers are unwilling to stop because there is no crosswalk. It is the determination of the TC that the combination of a new parking area and bus stop will continue to draw more pedestrians over time. A motion was made and the TC agreed unanimously to create a crosswalk on the east side of the intersection with appropriate pedestrian crossing signage. ACTION: Street department will install a crosswalk and signage at this location. Tammy will send correspondence of the decision to Anita Hollis. Item added to the Agenda; 7. Request no truck parking on Lake between Cleveland Blvd and Ustick—Grizzly Sports The manager of Grizzly Sports sent pictures of semi-trucks and dropped trailers parked along Lake Ave. This makes it dangerous for people entering on to Lake from surrounding businesses. It appears the company is using the roadway for their staging yard. Lake is a high use road and pictures submitted by Grizzly Sports support this claim. A motion was made and TC agreed unanimously to mark both sides of the road from Cleveland Blvd. to Everett "No Semi Parking" ACTION: Street department will install as directed. Katie Phillips, code enforcement, will communicate the decision to Grizzly Sports. 8. Request change to Walgreen exit onto loth—Henry Busse Henry noted that drivers do not follow the "No Left Turn" sign when exiting Walgreen's parking lot onto 10th Ave. The nearby intersection is high volume traffic. TC agreed to include and address the driveway in the Dearborn to Blaine rebuild project already scheduled for planning and design. Resource/Weather Pending Business: - 1. Homedale and Indiana Avenue intersection— Roundabout/ re-design. (CHD4 will design and implement) 2. Way finding signs for the plaza - Brian Billingsley "Destination Caldwell" is asking the TC if way finding signs can be installed for the new plaza. See TC notes from August 2015. 3. Cross Walk on Blaine in front of Simplot Stadium needs enhancement. —Chris Allgood 11- 2015 4. Cleveland/ Blaine at 10th Signals. Long term improvements. 5. 10th Ave vertical curve design — Robb MacDonald Aug 2017 6. Extend red curbing at 201h & Cleveland —CPD is currently working on a package solution for parking and sight issues in this area. Nov 2017 7. Restripe Skyway in late Spring or early Summer. Nov 2017
