SPECIAL MEETING
BUDGET WORKSHOP
MINUTES
July 10, 2018
6:56 P.M.
Mayor Nancolas opened the meeting at 6:56 p.m. at the Caldwell Street Department Conference Room. .
Council Member Present: Callsen, Pollard, Stadick, Allgood, and Ozuna. Absent: Hopper.
Others in attendance: Chad Jenkins, Carol Mitchell, Mark Wendelsdorf, Frank Wyant, Brent Orton, Monica
Jones, and Debbie Geyer.
PRESENTATION: HUMAN RESOURCES
Monica Jones, Human Resource Director, provided an overview of the departmental Salary & Benefit Cost
spreadsheet. She recommended a three (3) percent wage increase for employees. She recommended
consideration for adjustments to the City of Caldwell Pay Scale, wage adjustments to the Police Officer Pay
Scale, and adjustments to the Health & Dental Contribution Table. Total cost to the General Fund: $1,205,861,
total cost to other funds: $397,632 -- Grand Total: $1,603,493.
Carol Mitchell outlined the contents of the revenue allocations for salary and benefit s spreadsheet noting the
funding sources to cover the proposed salary adjustments. Handouts outlining projected shared revenues and
property taxes were presented. Discussion was held concerning activating the three (3) percent levy rate
increase to assist with establishing a restricted fund balance for safety services personnel.
PRESENTATION: FUND BALANCE
Carol Mitchell outlined the use of fund balance totals within the various departments.
Brent Orton outlined the use of fund balance totals within the Public Works and Engineering Departments. A
PowerPoint was presented.
RECOMMENDATIONS:
Staff to calculate the three (3) percent levy rate increase with the intent to assist with establishing a
restricted fund balance for safety services personnel.
Proposals from Human Resources should move forward.
The workshop dismissed at 8:45 p.m.
