HomeMy WebLinkAbout2018-04-19 City Council Special Meeting Minutes BOOK 59 PAGE 52 Special Meeting MINUTES CALDWELL CITY COUNCIL April 19,2018 12:00 p.m Council President Dennis Callsen called the meeting to order at 12:00 p.m.noting that Mayor Nancolas was out of town to attend a training session regarding labor negotiations. Roll was called by the City Clerk. Present: Callsen,Pollard,Stadick,Allgood,Ozuna(via phone),and Hopper(via phone). (APPROVE RESOLUTION NO. 129-18 ACCEPTING THE CONVEYANCE OF A RIGHT-OF-WAY DEDICATION DEED FROM THE CALDWELL URBAN RENEWAL AGENCY TO THE CITY OF CALDWELL, IDAHO FOR RIGHT-OF-WAY AND DEEDED ACCESS PURPOSES FOR THE SKYWAY ROAD ALIGNMENT BETWEEN SKY RANCH AND KCID ROAD AND SOUTHERLY ALONG THE WEST SIDE OF KCID ROAD) Mark Hilty,City Attorney at 1301 12`x'Avenue Road,Nampa,provided the staff report. He provided a history of the pending Capitol Distributing,Inc.land acquisition in process. He reported that as part of the negotiations the City of Caldwell and the Caldwell Urban Renewal Agency committed to extend Skyway Drive to KCID Road for the purpose of public right-of-way. There was also an obligation by Capital Distributing to develop a portion of the frontage on KCID Road. As the company develops north and south of the site,they will continue to improve KCID Road. Today's deed is necessary for those roadway improvements. The deed is an acceptance by the City Council of the dedication of the right-of-way for development purposes. Mr.Hilty continued by reporting that the deed also references access points for the current phase and future buildout along both Skyway and KCID within the Purchase and Sale Agreement. The number of access points, locations,and design were all reviewed by the Engineering Department and agreed upon. The land transaction is scheduled to close tomorrow with Capitol Distributing,Inc. In response to questions from Councilman Allgood,Brent Orton confirmed that the relocation of the Lateral has been completed by Pioneer Irrigation and the Skyway roadway expansion is under construction. Pioneer Irrigation has abandoned the old irrigation channel as part of the due diligence process. In response to questions from Councilman Callsen,Mr.Orton reported that Skyway Drive would be renamed to either Street or Road after its completion. MOVED by Pollard,SECONDED by Allgood to approve Resolution No. 129-18 as presented. Roll call vote: Those voting yes: Pollard, Stadick,Allgood, Ozuna, Hopper, and Callsen. Those voting no: none.
