Request Red Curbing at C of I —Allan Laird When leaving the parking lot in front of Marty Holly building at the College of Idaho it is hard to see cars approaching from the left or right on 20th Street. Mr Laird would like to extend the no-parking zone along the curb for 20 feet in both directions. The area around the college is, and has been, an ongoing issue. The CPD is currently working on a large-scale solution for the area. In the meantime, a motion was made and the TC agreed to install "No Parking Here to Curb"signs on both sides of the intersection at the corner of Fillmore and 20th street ACTION: Gordon will schedule the task of signing to the Street dept. 2. Request"15 minute" parking signs - Tae Box Wakatsuki(208-761-9643) The owner of 901 Main St. called and voiced her concern about the movie theater taking all of her parking and requested"15 minute"parking signs in front of all parking stalls on each side of her building. Multiple points where brought up during discussion that aided in forming a clear determination: • Parking is public right of way and is not specific to any one particular building or business • Additional parking is currently underway along the railroad tracks from 9th Ave. to 12th Ave. to accommodate increased parking needs downtown. • Peak business hours of the Theater do not coincide with business hours at 901 Main. Afternoon showings at the theater may occasionally overlap but peak hours at the theater are during evening showings. After considering the points of discussion above, it was the determination of the TC to decline the request at this time. ACTION: Tammy will send correspondence to the business at 901 Main explaining the determination of the TC. 3. Request School Zone and speed limit signs—Chuck Stadick Mr Stadick request School Zone and speed limit signs be put up at 2700 S Kimball,Grace Lutheran Church and PRESCHOOL. Considering the age of the students, it is likely students are dropped off and picked up by parents or guardians. Grace Lutheran is a private preschool. It is not the City's policy to sign and zone private schools. Currently there are already school zone signage in the area for nearby public schools. TC agreed unanimously to decline this request. TC requested the street department review school signage in the area and insure it is consistent. ACTION: Tammy will send correspondence to Mr. Stadick explaining the determination of the TC. 4. Request commercial vehicles not be allowed on Lincoln Street—McDonough Ms. McDonoughs's claims commercial and noncommercial vehicles are consistently speeding in the area. Ms. McDonough finds the increased traffic"loud and obnoxious"and can no longer enjoy sitting on her porch comfortably in the evenings. Ms. McDonough would like to see Lincoln posted"No Trucks Allowed" and the speed limit lowered to 20 mphs. Lincoln St. is designated a minor arterial from Indiana Ave. to the east. To be consistent with previous requests of this nature a speed study will be requested for the area of 2520 Lincoln Rd. No action will be taken until data is returned. When data is received the speed will be set according to the 85%as stated in the MUTCD. ACTION: Officer Deleon will communicate this decision to Ms. McDonough ACTION: Robb will request a speed study of Lincoln Street 5. Revisit request for islands on 10th Ave between Blaine and Cleveland—Deleon This request remains tabled until it discussed with the Mayor. ACTION: Brent Orton will make an appointment to discuss this with the Mayor Item added to the Agenda; 6. Problem parking and intrusion of ROW into Shaver street—Street Department Vehicles park diagonally on Shaver Street and intrude into the roadway. Street crews are unable to maintain the roadway properly because of this. The issue has been previously addressed with the property owners and remained corrected for a time but has regressed to the original problem. In an effort to correct the problem permanently and open the ROW TC a motion was made and TC agreed unanimously to the following actions; • Street department will place"No Parking" signs on the West side of Shaver St. between La Fond St. and Juniper St. • Street department will place "No Parking Here to Corner" signs on the East side of Shaver St. south of La Fond St. • Code Enforcement will have junk&debris removed from ROW • CPD will address vehicles parked in roadway • Once signs are placed and the area is cleared the Street department will grade and reestablish the road. ACTION: to be addressed as noted above Resource/Weather Pending Business: - 1. Homedale and Indiana Avenue intersection—Roundabout/re-design. (CHD4 will design and implement) 2. Way finding signs for the plaza-Brian Billingsley "Destination Caldwell" is asking the TC if way finding signs can be installed for the new plaza. See TC notes from August 2015. 3. Cross Walk on Blaine in front of Simplot Stadium needs enhancement.—Chris Allgood 11-2015 4. Cleveland/Blaine at 10th Signals. Long term improvements. 5. 10th Ave vertical curve design—Robb MacDonald Aug 2017 6. Extend red curbing at 20th& Cleveland—CPD is currently working on a package solution for parking and sight issues in this area.Nov 2017 7. Restripe Skyway in late Spring or early Summer. Nov 2017
