BE IT HEREBY RESOLVED by the Chairman and Members of the Urban Renewal
Agency of the City of Caldwell, Idaho,that the Chairman of said commission is hereby
authorized to sign the two (2) Warranty Deeds providing new legal descriptions for the
proposed lot split of this Urban Renewal Agency parcel located on the west side of KCID
Road and immediately south of proposed Skyway Drive alignment.

Re: Urban Renewal Agency Lot Split
Date: March 8th, 2018
The Urban Renewal Agency of the City of Caldwell Idaho is in possession of 53 acres
(plus or minus) on the west side of KCID Road and immediately south of Skyway Drive.
For a potential property buyer of this site, eligibility of the New Market Tax Credit is
critical for a sustainable project but not achievable in this property's current condition. To
be eligible for the New Market Tax Credit,the site must reside completely within the
Hub Zone.
This URA property in question is split along the alignment of the existing 400 lateral (the
south portion is in the Hub Zone while the north portion is not), and therefore, not
eligible without splitting the lot along the Hub Zone boundary. This would enable the
new south lot, proposed to be built on, to be eligible for the Tax Credit.
Request: Authorize the Chairman Hopper to sign the two (2) Warranty Deeds providing
new legal descriptions for the proposed lot split of this Urban Renewal Agency parcel
located on the west side of KCID Road and immediately south of proposed Skyway
Drive alignment.
