Caldwell Traffic Commission (TC) Minutes
February 5,2018.

1. Request School Zone Si nage Check for Consistency - Officer DeLeon
Officer Deleon inventoried the school zones and believed there were some
discrepancies. Most school zones are either 20 or 35 MPH depending on their
location however the hours of enforcernent vary with a few. Most school zones are
from 7 am till 4 pm but others either start:at 7:30 a.m or end at 5 pm, On review, all
Caldwell Public Schools are consistently 7 am till 4 pm. Speed is determined by the
type of road i.e. collector, arterial, etc.
Schools that are currently not consistent are Central Canyon 7-5,Vision.Charter 7:30
--4 and Skyway Elementary 7:30 4. Vision Charter and Skyway put up their own.
signs and Central Canyon is in the Canyon I hghway District. A motion was .made and
TC agreed unanimously to have the Street department change signage at Vision and
Skyway to 7-4 so they align with Caldwell Public Schools and then contact Canyon
Highway District regarding Central Canyon.
School signage is a topic that comes up frequently to TC. With that said, a second.
motion was made to generate a City standard far all school zone;within City limits to
adhere to, Engineering will draft a school zone signage standard for review and
discussion at the March TC meeting.
Action: Gordon Reed will change out signage at Vision and Skyway schools to
reflect 7-4. Robb MacDonald will direct staff to draft a school zone signage standard
for review and discussion at the March TC meeting,
2. Request permission to install Convex traffic mirror—Marty Chamberlango
Mr. Chamberlango owns storage units near the intersection of Ustick Road and
Nelson.Lane. This intersection is near the I-84 overpass on Ustick Road Mr.
Chamberlango states that it is difficult to see if traffic is coming over the overpass
when pulling on to Ustick from Nelson I.,ane.
Mr. Chamberlango, in an effort to prevent accidents at that site,purchased a convex
traffic mirror and requests permission to mount it on Ustick road across from Nelson
Lane.
TC does not object to the installation but does want to see more detail of the sign
placement i.e. height, distance from roadway,mounting structure, etc. A motion was
made and TC agreed unanimously to have no objection to placement of the convex
mirror provided placement detail is provided to and approved by the City Engineer
first.
Action: Tammy will communicate the determination of the TC to Mr Chamberlango.
Robb MacDonald, City Engineer,will review the installation design if received.
In addition to items on the agenda, Brian Billingsley will have Code Enforcement
confirm that there is a clear vision triangle at the intersection of Willowbrook and
Willow. This is additional follow up to the request for a Stop Sign by Joe Lombardo at
the January meeting.
Resource/Weather Pending Business: -
1. Homedale and Indiana Avenue intersection—Roundabout/re-design.
(CHD4 will design and implement)
2. Way finding signs for the plaza- Brian Billingsley
"Destination Caldwell" is asking the TC if way finding signs can be installed for the
new plaza. See TC notes from August 2015.
3. Cross Walk on Blaine in front of Simplot Stadium needs enhancement.—Chris
Allgood 11-2015
4. Cleveland/Blaine at 10" Signals. Long term improvements.
5. 10th Ave vertical curve design—Robb MacDonald Aug 2017
6. Extend red curbing at 201h&Cleveland—CPD is currently working on a package
solution for parking and sight issues in this area.Nov 2017
7. Restripe Skyway in late Spring or early Summer.Nov 2017
