Approve acceptance of the minutes of the Regularly Scheduled City Council Meeting held on November 20,2017 and the Caldwell Youth Forum Sub-Committee Meetings held on July 18,2017 and September 26,2017; 2. Approve request for the transfer of the Alcohol Beverage License(beer and wine)to Grocery Outlet of Caldwell(Muniz Family Grocers,Inc.)located at 4907 Cleveland Boulevard; 3. Approve Resolution authorizing the execution of a Professional Services Agreement with TAG Historical Research and Consulting,d/b/a/of The Arrowrock Group,Inc.for historical mitigation of the Sundowner Motel Demolition site located at 1002 Arthur Street in the amount of$6,650; 4. Approve Resolution ratifying the purchase of Monroe full fold hitches for snow plow mounting in the amount of$13,750.00 to be used by the Street Department; 5. Approve Resolution authorizing the execution of the Grant Application for Federal Assistance for AIP Project 3-16-0045-303-2018 with the Federal Aviation Administration to rehabilitate Runway 12-30 at the Caldwell Industrial Airport; 6. Approve Resolution authorizing the execution of a Funding Agreement with the Canyon County Sheriff's Department, Nampa Police Department, Nampa Family Justice Center, St. Alphonsus Medical Center,St.Luke's Medical Center,and West Valley Medical Center for the purpose of ending family violence and sexual assault; 7. Approve Resolution accepting an Easement from East Chicago, LLC for public ingress/egress and utilities across a portion of their property to provide water and sewer service for the East Chicago Street Business Park; 8. Approve Resolution authorizing the execution of a Work Order and Agreement with Hughes Engineering for bridge and culvert inspection services in the amount of$12,250; 9. Approve Resolution accepting an Easement from Bennett Forest Industries, Inc. for sanitary sewer lines outside the platted area for Cumberland Subdivision No.4; 10.Approve Resolution accepting dedication of water main lines from James Connelly and Robert Cooper as part of the Cooper's American Service Project; Page 1 of 2 OLD BUSINESS: 1. Continued Public Hearing (Quasi-Judicial): RECONSIDERATION in accordance with Idaho Code 67-6535(2)(b) the applicant has requested that the Caldwell City Council RECONSIDER Case No. ZON-17-05,a request by Las Brisas Apartments,LLC to rezone 1.45 acres,more or less,from R-1 (Low Density Residential) to C-2 (Community Commercial) with a development agreement. The subject property is located at 1420 E.Ustick Road in Caldwell,Idaho. Upon reconsideration,the City Council may either affirm,reverse or modify the Order of Decision for Case No.ZON-17-05. NEW BUSINESS: 1. Public Hearing(Quasi-Judicial):Case No.ANN-17-05:A request by Willard Dugan to annex 1.0 acres, more or less,with an R-1 (Low Density Residential)zoning designation. The subject property is located at 3504 College Avenue(Parcel#R3573700000)in Caldwell,Idaho. 2. Public Hearing(Quasi-Judicial):Case No.ANN-17-01:A request by Joshua Dodson to annex 1.0 acres, more or less,with an R-1 (Low Density Residential)zoning designation. The subject property is located at 4402 E.Homedale Road(Parcel#R3279301000)in Caldwell,Idaho. 3. Consider Bill No.37(Ordinance No. 3118)for Case No.ANN-17-01 (Dodson Rezone)with a request to waive the rules,pass on the first reading,and approve the summary for publication 4. Public Hearing(Quasi-Judicial): Case No.ANN-17-04&SUB-17P-04:A request by Tim Mokwa and Hayden Homes to annex 39.8 acres, more or less, with an R-3 (High Density Residential) zoning designation, a Comprehensive Plan Map Change from Medium Density Residential to High Density Residential,a development agreement,and for Preliminary Plat approval of Voyage North Subdivision consisting of 39.8 acres,more or less,to be subdivided into 160 residential lots and 22 common lots. The subject property is located at the southeast corner of Aviation Way and Marble Front Road in Caldwell, Idaho. 5. Consider Bill No.40(Ordinance No.312 1)for Case No.ANN-17-04&SUB-17P-04(Voyage Crossing North) with a request to waive the rules, pass on the first reading, and approve the summary for publication. 6. Consider Bill No. 44 Ordinance No. 3125)to annex Voyage Crossing No. 3 Subdivision(Instrument No.2017041563)into the Caldwell Municipal Irrigation District with the request to waive the rules and pass on the first reading. 7.
