HomeMy WebLinkAbout2018-01-08 Traffic Commission Minutes - - APPROVED IL Caldwell Traffic Commission (TC) Minutes January 8,2017 Present: Gordon Reed, Robb MacDonald, Brian Billingsley, Brent Orton, Officer Randy Deleon, Secretary: Tamera Frans *MUTCD (Manual on Uniform Traffic Control Devices) *ROW (Right-of-Way) *TC (Traffic Commission) *MOU (Memorandum of Understanding) Old Business—from 11/06/2017 1. Owner of Human Bean wants open left turn off of 21st into his business-Alex Furioso (11/06/2017, 12/08/2017 meeting) Robb McDonald has the MOU in hand. The MOU has been reviewed by Mark Hilty. Robb will proceed with steps to execute the MOU. New Business— 1. Request median on 10th Ave between Blaine& Cleveland- Officer DeLeon Officer Deleon requests a median on 10th Ave between Blaine St and Cleveland Blvd. This section of road is in the top 10 areas for crashes. High traffic times such as the noon hour and afternoon rush hour traffic is very heavy on this stretch of road. The two most common traffic backs up in the above section of road occur from people southbound wanting to turn into the alley to enter into Los Betos or cars pulling out and turning north onto 10th Ave. from the liqueur store parking lot. Drivers nose out but are caught by a red light at Blaine St. leaving half the car in the northbound lane and the other half in the southbound lane. Cars wanting to drive south have to merge into the far right lane to pass. The new cinema complex and downtown revitalization will increase traffic and it is feasible that with that increase a higher number of crashes will occur. Officer Deleon came up with the following suggestions: • Install a raised concrete island similar to the 21'Ave island to prevent vehicles from crossing over and/or, • Place"right turn only" signs at selected alleys and driveways. A motion was made and the TC agreed unanimously to have Officer Deleon compile and provide crash data for this section of 10th to Brent Orton. Brent Orton will then discuss the situation with the Mayor before the TC proceeds. Action: Officer Deleon will compile crash data for this section of 10th Brent Orton will Odiscuss the situation with the Mayor. 2. Request stop sign at Willowbrook and Willow—Brent Orton/Joe Lombardo Joe Lombardo contacted Brent with a request for a stop sign at the intersection of Willowbrook and Willow. The TC referred the MUTCD and determined the intersection does not warrant a Stop sign. If traffic-calming measurements were taken,they would be taken on the Willowbrook Place leg of the intersection because it carries the lesser amount of traffic. A motion was made and the TC agreed unanimously to declinethe request. Action: Tammy will prepare a letter to Mr. Lombardo informing him of the TC's determination. 3. Request consistency in speed limit near YMCA—Officer Deleon Officer Deleon stated that in front of the YMCA the speed limit for north bound traffic is 35 MPH and south bound traffic is 30 MPH. The speed limit on Indiana Avenue north of Ustick road is 30 mph in both directions and should be posted as accordingly. A motion was made and the TC agreed unanimously to have the street department confirm proper signage is in place. Action: Gordon will verify signage in the area and make corrections if needed. In addition to items on the agenda, Brent Orton asked Robb to provide an update on the Indian Creek/10th Avenue Bridge and Walking path project. • The project is expected to start in April or May • During the project 10th Avenue will be closed between Chicago or Belmont (TBD)and Blaine • The traffic detour plan will be monitored throughout the project and modified to improve traffic flow whenever possible • The projected completion date is November 1, 2018 Resource/Weather Pending Business: - 1. Homedale and Indiana Avenue intersection—Roundabout/re-design. (CHD4 will design and implement) 2. Way finding signs for the plaza- Brian Billingsley "Destination Caldwell"is asking the TC if way finding signs can be installed for the new plaza. See TC notes from August 2015. 3. Cross Walk on Blaine in front of Simplot Stadium needs enhancement.—Chris Allgood 11-2015 4. Cleveland/Blaine at 10th Signals. Long term improvements. 5. 10th Ave vertical curve design—Robb MacDonald Aug 2017 6. Extend red curbing at 20th& Cleveland—CPD is currently working on a package solution for parking and sight issues in this area.Nov 2017 7. Restripe Skyway in late Spring or early Summer. Nov 2017
