HomeMy WebLinkAbout2017-11-21 Design Review Minutes CITY OF CALDWELL DESIGN REVIEW COMMISSION MINUTES Community Room, Caldwell Police Department . « i) 110 South 5`h Avenue, Caldwell, Idaho November 21, 2017, 12:00PM Call to Order— Rick Hall called the meeting to order at approximately 12:06 p.m. Members Present: Staff: Jarom Wagoner(Senior Planner/Development Team Leader), Lori Colligan (Administrative Secretary) Commission Members: Rick Hall,Tressa Dodge,Tyler Morgan Members Absent: Brian Billingsley (Planning & Zoning Director), Cheyne Weston I. Review and Approval of the Agenda and any Amendments II. Old Business A. Approve Minutes for October 17, 2017 MOTION made by Commissioner Dodge to approve the minutes. SECOND by Commissioner Morgan. Approved unanimously roll call vote. III. New Business Case Number DR-17-09:A request by Richard Willmot for design review approval in regards to exterior façade changes to the Commercial Building. The subject property is located at 702 Main Street in Caldwell, Idaho Jarom Wagoner, Senior Planner, 621 Cleveland Blvd., Caldwell, ID 83605, presented the staff report and stated that the applicant is requesting design review approval for exterior façade changes to the building located at 702 Main Street (The Commercial Building). The changes include painting exterior walls and trim, replacement of windows, installation of steel canopies. The improvements that are proposed will be a great benefit. Staff's only concern is in regards to the applicant's request to replace the broken/cracked windows with the same style of mirrored windows. Mirrored windows are typically not allowed in the downtown corridor. Staff realizes the applicant's concerns due to not all the windows being replaced at this time. However, staff feels it is more important to begin the process of coming into compliance now rather than prolonging the existence of the non-compliant windows. Commissioner Hall asked about the other windows being mirrored as well. He asked if they are suggesting to replace just the broken windows or all of them? Page 1 Mr. Wagoner testified that it is his understanding they are just wanting to replace just the 4 or 5 cracked/broken windows within the same like mirrored windows. Mr. Richard Wilmot, 1119 East State Street, Eagle, Idaho, testified that in general he agrees with all of the comments with the exception of the windows. The reason is for them to all match. His client is anticipating to replace all of the windows at a later time but it doesn't make financial sense for him to replace windows that don't need it at this time. We want the windows to match so the building looks cohesive and consistent on that 2"d level and then as time goes by replace the other windows. Commissioner Morgan said he does glass and windows and it will be difficult to match the mirrored windows. Mr. Wilmot indicated the existing mirrored is actually a film that can be matched. Commissioner Morgan commented that he hopefully Mr. Wilmot can understand the Commission's position that if they start allowing these requests then others will want us to do the same. If they don't start somewhere it will be difficult to hold that stance throughout the process. He asked how many windows they had. Mr. Wilmot said they believe there are approximately 30 windows and they want to replace 5. He understands the City's position trying to enforce the new requirements. He believes that should be done within reason, maybe if something is over 50% replacement. But they are talking about 15%of the windows. Commissioner Dodge said they had mentioned making everything uniform at some point—she asked Mr. Wilmot to elaborate more on that. Mr. Wilmot indicated that when they have a tenant then building code may require that the windows be replaced. He is not sure how that will look as they don't have a tenant at this time. Commission Hall asked what the plans were for the upstairs area. Mr. Wilmot said they would like to maybe put another restaurant up there or there is the potential for office space up there. There has been some talk about putting residential up there but he doesn't believe that is realistic. MOTION TO CLOSE TESTIMONY: Commissioner Dodge. SECOND: Commissioner Morgan. ORDER OF DECISION FOR DR-17-09 (Design Review) MOTION: Commissioner Dodge that Case Number DR-17-09 be approved with the following conditions: to replace the windows and to be in compliance with the downtown City Center Ordinance. SECOND: Commissioner Morgan. APPROVED by unanimous roll call vote. Case Number DR-17-10: A request by the Church of God of Prophecy for design review approval in regards to exterior facade changes to include installation of a new canopy. The subject property is located at 803 Main Street in Caldwell, Idaho. Jarom Wagoner, 621 Cleveland Blvd., Caldwell, Idaho, presented the staff report and stated the applicant is requesting design review approval for exterior facade changes to the building located at 803 Main Street. The changes include a new canopy. The applicant has recently painted the exterior of the building and is currently doing an extensive remodel of the interior. Mr. Robert Mora, 803 Main Street, Caldwell, Idaho stated he is requesting to replacing the fabric on the canopy. The existing canopy was tore during the last winter so they want to replace it and have it match. He has photos to show the Commission of the color options. Mr. Wagoner stated there were 2 options; the darker one on the left or the lighter one on the right. Mr. Mora indicated there was one more color that was designed to match. Commissioner Morgan asked if he was just updating the color. Mr. Mora said yes. Commissioner Hall asked staff if they had to decide now if there is still a 3rd option that they haven't seen yet. Mr. Wagoner indicated they had the option of being specific on one of the two or that they have the option of stating that any color chosen needs to be compliant of the Design Review Guidelines and similar to the accent colors. Mr. Mora stated he did have a photo of the 3rd sample to show him. Mr. Wagoner stated that after reviewing the 31d sample staff believes it would be most compliant and fit the best with the building in regards to keeping with the standard colors. He would recommend the 3rd option be the one approved. Page 3 Mr. Mora is in agreement with the 3rd choice. MOTION TO CLOSE TESTIMONY: Commissioner Dodge. SECOND: Commissioner Morgan.
