Caldwell Youth Master Plan Committee
Tuesday, August 29, 2017
Meeting Minutes
PRESENT: Steve Jenkins, Fiona May, Liz Godina, Donna Shines, Tricia Combs, Carol
Mitchell, Jose Valle, Josh Williams, Denise Milburn, Ron Bonneau, Marisa Erickson,
Brian Billingsley, Debbie Geyer, and Angie Point.
The meeting began at 10:00 am. Fiona motioned/Josh seconded the motion to approve
the minutes from the June 27, 2017 meeting as written. Motion passed.
Special Presentation: Bikes and Pedestrian Pathways β Brian Billingsley,
Caldwell Planning and Zoning Director
Brian shared that Nampa and Caldwell have been collaborating on a Lake Lowell
Master Plan, and how each city's pathways can be extended, section by section, to the
point that the overall goal of a continuous green belt from Boise to Middleton will
eventually be realized. The 2040 Bicycle and Pedestrian Master Plan, Appendix "D" of
the Caldwell Comprehensive Plan was adopted: April 3, 2017 and can be viewed from
this link on the City website: http://www.cityofcaldwell.org/home/showdocument?id=2632. This
plan proposes future bike lanes, detached pathways, and linear parks as the primary
mode of developing green belt spaces and multi-use pathways.
REPORTS AND UPDATES:
1. Youth Forum 2017 update β Ron Bonneau: Ron reported on the continued
progress in planning for this year's Forum. Seven local high schools will be
represented, with a planned total of 70 students and 30 volunteers/committee
organizers attending the Forum. Playfair will again start the day with mixers and
games designed to make students comfortable sharing with each other and
realizing they are all essentially the same, despite coming from different schools.
Assistance Needed: Angie shared that there is a need for `freebie' and
informational items to put in the registration bags that each student receives at
the beginning of the day. Fiona May (Library) committed to donating coupons for
free food items left over from the Summer Reading Program. Liz Godina (CPD)
and Tricia Combs (AAFV) committed to contributing items from the Healthy
Relationships program materials. Marisa (SWDH) stated that she had a contact
with Project Filter who could probably provide items as well.
2. Let's Move Caldwell β Marisa Erickson: Marisa shared information about
declining Meet Me Monday attendance and requested that committee members
help spread the word to encourage better involvement and knowledge of the
activity. She also reminded members about an upcoming report about the
recent United Way community health assessment.
3. Caldwell Saves 1stβ Carol Mitchell: Of the families who completed the training in
May, three students submitted packets and qualified for the $15.00 bonus that is
available in August each year. Plans are under way for the next enrollment and
training sessions in 2018.
NEW BUSINESS:
Denise motioned/Marisa seconded the motion to adjourn at 11:13 am.
NEXT MEETING: Tuesday, November 28, 2017 at 10:00 am in the CPD Community
Room.
Special Presentations on Childhood Trauma/Resilience Program Updates by Jose
Valle, Chief of Children's Mental Health, Idaho Department of Health and Welfare; and
by Roger Sherman, Idaho Children's Trust Fund/Present Child Abuse Idaho.
