Old Business—from 11/06/2017
1. Speed Study on 10th Avenue between Ustick and Homedale.
Reported: Engineering reported to the TC that reviewed data showed the 80 percentile
at 44 mph and is currently posted at 45 mph. That indicates that the above section of 10th
Street is posted correctly at this time.
2. Owner of Human Bean wants open left turn off of 21st into his business-Alex
Furioso (11/06/2017 meeting)
Brent Orton communicated the determination of the TC to Mr. Furioso. Even though
Mr. Furioso had reviewed and agreed to the traffic plan prior to building at this
location, Mr. Furioso felt the determination of the TC was unfair. Mr. Furioso met
with the Mayor to discuss his dissatisfaction with the situation.
At the conclusion of an in depth conversation, Mayor Nancolas offered to have the
City attorney prepare a Memo of Understanding (MOU) stipulating the following
conditions;
• Median will be open to left in traffic only. No left out
• Opening will remain until one of the following occurs
o A left turn accident or
o Two years expires. At that time, a full median returns.
The comment was made during discussion that these changes benefit only The
Human Bean and therefore all cost, including signage, should be borne by Mr.
Furioso. Taxpayers should not incur the cost in anyway. A motion was made and TC
agreed unanimously to approve a MOU as suggested with the addition that the full
cost to open and sign the median modification be paid for by Mr. Furioso, The
Human Bean.
Action: Tammy to communicate the request for an MOU to Mark Hilty.
New Business—
1. Request for Stop signs near the Department of Motor Vehicles (DMV) on Graye
Lane-Corporal Freiburghaus
Corporal Freiburghaus, stationed at the DMV, observes near misses regularly at the
intersections on Happy Day Blvd close to the DMV.Nearby is the County Animal
Shelter and Vallivue Academy School. Corporal Freiburghaus is requesting Stop
signs at the following intersections:
• Happy Day Blvd. and Graye Lane
• Happy Day Blvd. and Timbre Dr.
TC reviewed the location and agreed additional signage is desirable for the area. Also
recommended by the TC is the addition of"Cross Traffic Does Not Stop" signage at
each Stop sign.
A motion was made and TC agreed unanimously to approve Stop signs as suggested
with the addition of"Cross Traffic Does Not Stop".
Action: Gordon will schedule to have Stop signs installed where requested with
"Cross traffic does not stop" signs at each location.
2. Request dedicated left turn signal at the intersections below—Laura Hill
• The west leg of Chicago and 10th has a problem with cars in the left turn queue
and parked cars blocking the through and right turners(EB).
• The intersection of 10th and Linden and 10th and Ustick both have excessive
traffic during the peak hours that prevents permissive left turns from occurring
until all-red. Protected left turns are needed on 10tH
The intersections above have been an ongoing topic for requests to the TC. A motion was
made and TC agreed unanimously to upgrade all traffic signals on all four legs of the
above mentioned intersections. The Street department will order and install 4-section
heads with flashing yellow arrows.
Action: Gordon will schedule to have Stop signs installed where requested with"Cross
traffic does not stop" signs at each location.
Resource/Weather Pending Business: -
1. Homedale and Indiana Avenue intersection—Roundabout/re-design.
(CHD4 will design and implement)
2. Way finding signs for the plaza-Brian Billingsley
"Destination Caldwell"is asking the TC if way finding signs can be installed for the
new plaza. See TC notes from August 2015.
3. Cross Walk on Blaine in front of Simplot Stadium needs enhancement. —Chris
Allgood 11-2015
4. Cleveland/Blaine at 10th Signals. Long term improvements.
5. 10th Ave vertical curve design—Robb MacDonald Aug 2017
6. Extend red curbing at 20th& Cleveland—CPD is currently working on a package
solution for parking and sight issues in this area.Nov 2017
7. Restripe Skyway in late Spring or early Summer. Nov 2017
