HomeMy WebLinkAbout2017-10-17 Design Review Minutes CITY OF CALDWELL DESIGN REVIEW COMMISSION MINUTES Community Room, Caldwell Police Department APPR �V 110 South 5th Avenue, Caldwell, Idaho CC October 17, 2017, 12:00PM Call to Order—Brian Billingsley called the meeting to order at approximately 12:15 p.m. Members Present: Staff: Brian Billingsley(Planning Director),Jarom Wagoner(Senior Planner/Development Team Leader), April Cabello (Planning Technician) Commission Members:Tressa Dodge, Rick Hall, Cheyne Weston Members Absent: Lori Colligan (Administrative Secretary),Tyler Morgan (Design Review Commissioner) I. Review and Approval of the Agenda and any Amendments II. Old Business A. Approve Minutes for October 3, 2017 MOTION made by Commissioner Dodge to approve the minutes. SECOND by Commissioner Hall. Approved unanimously roll call vote. III. New Business A. Case Number DR-17-08: A request by Keri Smith-Sigman and the City of Caldwell for design review approval in regards to exterior façade changes to the Lowell Building. The subject property is located at 123 S. 7th Avenue in Caldwell, Idaho. Jarom Wagoner, Senior Planner, 621 Cleveland Blvd., Caldwell, ID 83605, presented the staff report and stated that the applicant is requesting building renovations, exterior facade improvements for a building located within the C-C zoning district. The building is located at 123 S.7th Avenue, it is known as the Lowell Building. It was constructed circa 1907 and it is listed on the National Register of Historical Buildings. In recent years, it's been a bar/tavern —the Sweetwater. It has not be in use for several years and therefore its non-conforming use has expired. There are residential uses on the upper floor that will be terminated, some already have and that will become office space. This building is owned by Urban Renewal, the backside of the building will front directly onto the plaza and will be used for the skate rentals/storage, and public restrooms. The windows on the backside were originally planned on being straight windows with architectural features to make it look rounded but they have since amended that to keep with the original architecture of the arched windows. The application itself is not indicating any variances. There were some questions in regards to parking. The City Center zoning district is the only zoning district in the City where you Page 1 are allowed to count on street parking. In regards to standards for building facades it is indicated that shopfront and awning is the type, which fits in perfectly with this request. The intention is to have pedestrian amenities;the buildings'frontage is approximately 40 feet,which requires two amenities; awnings and public space. Commissioner Weston wants clarification on the windows and if they are in fact defined as bay windows. (checklist#19) Mr.Wagoner stated he does not believe so. What they are saying is storefront windows may be considered bay windows. What they are indicating is the three storefront windows along 7th Avenue may be considered bay windows. Jarom does not think he would consider those bay windows as they do have the separation between them. Bay windows typically jet out. These would be considered more of a bow window. Staff does not have an issue with this. Commissioner Dodge asked about#9 on the checklist-the secondary trim materials being flat cement fiber board, and then on#13 it says storefront is below the second story brick— does that mean that the flat cement fiber board is below the brick? Commissioner Hall said he thought that read storefront not story brick. Commissioner Dodge asked if that meant the flat cement fiber board is the storefront? Mr.Wagoner replied yes,that would be along the storefront and in between where the windows are on the West elevation fronting 7th Avenue. Commissioner Dodge asked in terms of the painted brick, stained and sealed wood,would you say that the flat cement fiber board is of the same quality and would look just as nice if not better. Mr. Wagoner replied yes. Commissioner Hall asked about#30—Mr.Wagoner has stated there would be an awning for an amenity but they say there is no awning at this time. Is that because it is in the rear of the building or they do not feel there would be a need? Mr. Wagoner stated this would be something the Committee could decide. Because there are two required pedestrian amenities,that can be anything from drinking fountains, garbage cans, benches, awnings, or bicycle racks. You have the ability to require a condition that one of the amenities shall be an awning. Commissioner Weston commented that even if it were in an alley it still seems it would be beneficial to have an awning at that location. Page 2 Commissioner Hall agrees and believes that the committee should add that as a condition. It should not be a big expense to add that just over the rental window. It would be a nice amenity for the customers. Commissioner Weston agrees. Commissioner Dodge asked if maybe the applicant indicated no awning at this time because they are not sure specifically what they plan do to but when they do decide it will be back through Design Review? In the past they have had cases where they were not complete. Mr. Wagoner said they may come back with an awning for design or they may not. They could choose two amenities and one would not have to be an awning, that would be their choice in the future.Then it would come back before you. If the committee feels in regards to the design review that the building merits an awning then it should be required as a condition. Otherwise, it does not guaranteed it. Commissioner Dodge stated it doesn't necessarily affect a specific awning versus a paint color. Mr. Wagoner replied yes. MOTION TO CLOSE TESTIMONY: Commissioner Dodge. SECOND: Commissioner Weston. Passed: Unanimous vote. Comprehensive Plan Analysis: The Caldwell Planning and Zoning Commission accepts the Comprehensive Plan components as listed below in 5.1 and 5.2 Enter into MOTION: Commissioner Dodge SECOND: Commissioner Weston. Passed: Unanimous vote. Findings of Fact: Enter into MOTION: Commissioner Dodge SECOND: Commissioner Weston. Passed: Unanimous vote. Conclusions of Law: MOTION: Commissioner Dodge SECOND: Commissioner Weston Passed: Unanimous vote. ORDER OF DECISION FOR DR-17-08 (Design Review) MOTION: Commissioner Dodge that Case Number DR-17-08 be approved with the following conditions: SECOND: Commissioner Weston. APPROVED by unanimous roll call vote. • That there is an awning over the skate intake window. • All colors must be substantially similar to those allowed by the Plaza Faced Design Handbook to be approved by staff at a later time.
