I. Call to order. Chairperson Maughan called the meeting to order at approximately
6:33 p.m.
II. Roll Call
Members Present. Jacob King, Randy Lyons, Nicole Bradshaw, Megan Dixon and
Don Burwell.
Members Absent.
Others Present. Brian Billingsley, Planning & Zoning Director.
Others Absent. Rob Hopper, City Council Liaison & April Cabello, Planning
Techinican.
III. Approval of Minutes.
MOTION TO APPROVE THE MINUTES OF JUNE 28, 2017 AND JULY 26, 2017.
MOTION: Commissioner Dixon. SECOND: Commissioner Burwell, MOTION
PASSED.
IV. Certificate of Appropriateness Interviews. None.
V. Audience Participation. None.
VI. Actions Since Last Meeting.
Mr. Billingsley reviewed the Certificates of Appropriateness that were issued by staff:
• CA-17-09: Richard Hansen, 1402 Blaine Street. Staff Level - Certificate of
Appropriateness issued for re-roof of house and garage.
• 1510 Blaine Street; chicken wire fencing was removed by owner after
receiving code enforcement letter.
VII. Old Business.
Mr. Billingsley provided an update on the following items:
• 1201 Cleveland Blvd.; CA-17-01: Jack Verdine. Staff reported that Mr.
Verdine is working with the Caldwell Housing Authority on his re-siding
project. It is looking like Mr. Verdine will be dropping his appeal to the City
Council.
• 1722 Dearborn St.; CA-16-06: Josh and Sarah Andrade. Staff reported that
the Andrades have completed their fencing project and it meets city code.
The code enforcement case has been closed.

• 424 S. 20th Ave.; CA-16-11: Leo Shishmanian: Staff reported that Mr.
Shishmanian has ignored numerous requests by staff to comply with fencing
codes. This case has been submitted to the City Attorney for review and
possible prosecution.
• SHPO Training on September 27, 2017. The Commissioners discussed
training possibilities when the Idaho State Historic Preservation Commission
will provide a training session at their next meeting. The Commissioners
agreed that they would like to take a walking tour of a specified city block and
learn more about historical architectural styles.
VIII. New Business.
• Fiberglass Replacement Windows and Doors by Amazing Exteriors. Jim
Calle representing Amazing Exteriors gave a presentation on the Infinity line
of fiberglass framed windows that are being approved as replacement
windows in the historic districts in Boise. Chairperson Maughan stated he
spoke to April Cabello who confirmed that this type of window is being
installed in Boise.
• Willful Neglect— Review of City Code 02-17-13: Ordinary Repairs. Mr.
Billingsley explained that this section of city code can be used against a
property owner if they are clearly allowing a historical property to decay into a
state of disrepair. Mr. Billingsley warned the commissioners that this type of
case is not easy to prosecute. It would take a lot of documentation,
photographs, and numerous letters to the property owner. No action was
taken, but further discussion may take place during a future meeting.
• Mr. Billingsley invited the Commissioners to attend the 2017 Idaho Heritage
Conference in Boise on September 20-22. Brian stated that he would pay for
the registration fees and reimburse mileage for any Commissioner that
attends the conference. Commissioner Burwell indicated he was interested
in attending.
IX. Commission & Staff Reports.
Commission Report:
• Chairperson Maughan inquired on the daycare sign on Cleveland Blvd. near
14th Avenue. Brian said the sign was moved out of the right-of-way by the
property owner. Chairman Maughan thinks signs need to HPC design
approval. Brian said he would look into it.
• Chairperson Maughan brought up 516 S. 15th Avenue. He mentioned when
the windows were replaced the opening size was modified. Brian said he
would have April look into it.
Staff Report:
• Mr. Billingsley reported that the city is working on a smart phone application
that will guide people through Caldwell's three historic districts. He said it
could be ready for public uploading as soon as one week. We have an
opportunity to include a fourth walking tour. Chairperson Maughan stated he
would speak to college officials.
