Caldwell Housing Authority
December 9,2016 Regular Meeting Minutes
For the Rescheduled NOVEMBER Meeting
At Stewarts Bar and Grill
Board Members Present: Patricia Benedict,Estella Zamora,Arnoldo Hernandez, Marisela
Pesina, Sid Freeman,and Jim Porter.
Staff Members Present: Mike Dittenber, and Ruben Buenrostro.
In Order of Business:
1. Roll call and call to order:
Patricia Benedict called the meeting to order at 12:05 p.m.
2. Introduction: Potential Board Member
Adam Garcia was unable to make the meeting because of the inclement weather and dangerous
road conditions.
3. Review of the October Minutes:
After reviewing the October meeting minutes, Jim Porter made a motion to accept the minutes;
seconded by Arnoldo Hernandez,and unanimously approved by the Board at 12:06pm.
4. Review of the October Financials:
Rick Legg,the Financial Officer,was unable to attend the meeting. Mike gave a brief summary
of income and expenses. Marisela Pesina made a motion to accept the October financial report;
seconded by Sid Freeman; and unanimously approved by the Board at 12:24 p.m.
5. Old Business:
Marisela Pesina made a motion [from the personnel policy manual sub-committee]to present the
completed policy to the full Board for approval; and recommended the Board approve the policy;
seconded by Jim Porter and unanimously approved by the personnel policy sub-committee.
Estella Zamora,Sid Freeman, and Arnoldo Hernandez where not prepared to vote on the
proposed policy. Policy consideration was postponed to a later date.
Marisela Pesina made a motion to move the monthly meeting to the 3`d Friday of the month
starting in January of 2017; seconded by Sid Freeman and unanimously approved by the board a
1:00pm.
6. New Business:
Arnoldo Hernandez made a motion authorizing the Executive Director to give each of the staff a
$300.00 Christmas bonus during the annual Christmas Party; Seconded by Sid and unanimously
approved by the Board at 1:05pm.
7. Adjournment:
Prior to adjourning,Arnoldo Hernandez suggested the housing authority do something to
commemorate Antonia Flores.
Estella Zamora indicated former gubernatorial candidate Jerry Brady was looking for some
investment opportunities and might be interested in developing housing in Nampa and Caldwell.
Meeting adjourned at 1:15 p.m.
NOTE: Following the meeting,Mike provided a brief slide show of recent CHA activities.
