SPECIAL MEETING
November 4,2013
6:00 P.M.
(WORKSHOP FOR THE PURPOSE OF DISCUSSING THE POTENTIAL PURCHASE AND
USAGE OF THE CARNEGIE LIBRARY BUILDING LOCATED AT 1101 EAST CLEVELAND
BOULEVARD)
Council Members present: Nancolas,Blacker,Ozuna,Hopper,Callsen,Pollard,and Biggers.
City Staff Members present: Mark Hilty,Brian Billingsley,Brett Clark,Brent Orton,and Robb MacDonald.
The Mayor called the workshop to order at 6:00 p.m. and provided a historical background of the Carnegie
Library building. He noted that the Caldwell School District took occupancy of the building in 1975 for use as
their administrative offices. Approximately two years ago the Caldwell School District moved their offices to
Fillmore Street in the old Washington Elementary School and is now desirous of selling the building.
Terry Harrell, of the Disabled American Veterans at 14871 Masters Drive, outlined the future plans of the
building as a Veterans Memorial Building. A Veterans Memorial Council would be created to maintain the
calendar and budget sustaining the building's use. Representatives from the Veterans of Foreign Wars,
American Legion, and the Disabled American Veterans would formulate the Veterans Memorial Council as
well as other deemed necessary by the City Council. Other veteran groups such as the Young Marines,veteran
service officers, counselors, and the Department of Labor could place work/computer stations in the building
for easy access to the citizens needing veteran benefit assistance.
The Mayor reported that the public could possibly share a computer lab area for archive research as well as
veteran benefits,which could possibly be manned for genealogy research by the Friends of the Library.
Mr. Harrell suggested that a master design plan be formulated which would accommodate the many
organizations. Grant funding is currently being sought to conduct building renovations that would make the
building ADA compliant. He emphasized that members of the Disabled American Veterans organization are
not able to utilize the building until it meets ADA standards.
Gary White, of the American Legion at 4807 Ashton Avenue, provided information concerning the current
facility where the VFW and American Legion meet at Main and 121'. The American Legion owns the building
and could be sold for the purpose of upgrades to the Veterans Memorial Building. The new facility could
accommodate many programs sponsored by their organizations.
Art Scovell,of the Veterans of Foreign Wars,concurred with previous comments offered by Gary White.
Chuck Randolph, 1424 Blaine Street, reported on the research which was conducted within the past year for
possible uses. He stated that the Carnegie Library Ad Hoc Committee is desirous of seeing the historical
exterior of the building maintained and it continue with a public use for the community. He stated is support of
the City of Caldwell purchasing the building and allowing the veteran organizations occupy the building.
Councilman Biggers asked if the Caldwell Public Library wanted to use any portion of the building.
Mr. Randolph responded that the library board has not responded with any definite plans for use of the
building.
Tim Rosandick, Caldwell School District Superintendent of 1502 Fillmore, expressed his appreciation for
members of the community (approximately 300 persons)who recently attended the 100 year celebration at the
Carnegie Library. He recommended purchase of the building by the City of Caldwell.
Brett Clark, City of Caldwell Building Office of 621 Cleveland Blvd.,reported that the building was inspected
and appears to be structurally sound. The estimate of$170,000 includes ADA compliance issues and minor
rehabilitation items.
Mark Hilty, City Attorney,reported that he has organized a draft Memorandum of Understanding,which would
be signed by directors of all three organizations. A board would be established for management of the facility
with members of the three veteran organizations and from the City. The long-term lease would be established.
Discussion followed.
Chuck Stout,Board Chairman for the Caldwell School District of 1502 Fillmore, stated that the appraised value
was approximately $400,000. The School District discounted the sale price to accommodate necessary ADA
compliance issues as indicated by the City of Caldwell Building Official.
No decisions were made. The meeting adjourned at 6:55 p.m.

The Mayor called the meeting to order at 7:00 p.m. He reported that there was a workshop held at 6:00 p.m. for
the purpose of discussing the potential purchase and usage of the Carnegie Library Building located at 1101 E.
Cleveland Blvd. No decisions were made.
He asked those in attendance to stand for the invocation lead by Reverend Norm Rutzen of the Valley Church
and remain standing for the Pledge of Allegiance to the Flag.
The Roll of the City Council was called by the City Clerk with the following members present: Blacker, Ozuna
Hopper, Callsen,Pollard,and Biggers.

SPECIAL PRESENTATIONS
The Mayor expressed appreciation to those who have served their country in military service. He asked
that the veterans in attendance stand and introduce themselves.
The Mayor recognized Ms. Jackson, American Government teacher at Caldwell High School. Students in
attendance stood and introduced themselves.

ON THE NORTH SIDE OF CLEVELAND BLVD)
Mayor Nancolas opened the public hearing that explained the quasi-judicial process. The City Clerk swore
in those who would be providing public testimony.
Jarom Wagoner, 621 Cleveland Blvd., acknowledged being sworn in and presented the staff report. He
noted that the Hearing Examiner recommended approval of the request.

In response to questions from Councilman Hopper,Mr.Waggoner stated that the property is surrounded by
property which has been annexed into the City of Caldwell.
The Mayor labeled that map presented by Mr.Wagoner as CC-1000.
Ed Bollinger,2800 Jasmine Lane,Meridian, acknowledged being sworn in and stated that the annexation is
for the purpose for squaring up the parcels and create two parcels instead of three.

Caldwell City Council hereby orders that Case No. ANN-02-13, a request by Al Russell for annexation of
approximately 0.93 acres into the City of Caldwell with a C-3 Service Commercial zoning designation,
located on the north side of Cleveland Boulevard approximately 1,500 feet east of Midway Road, is
approved with conditions as outlined within the staff report.

Mayor Nancolas read the resolution by title only:
A RESOLUTION BY THE CITY OF CALDWELL, IDAHO, AUTHORIZING EXERCISE OF AN
OPTION TO PURCHASE THE CARNEGIE LIBRARY BUILDING FROM THE CALDWELL
SCHOOL DISTRICT NO. 132 PURSUANT TO THAT CERTAIN OPTION TO PURCHASE OF
AUGUST 19, 2013 AND AUTHORIZING THE MAYOR AND CITY STAFF TO TAKE ALL STEPS
NECESSARY TO COMPLETE THE PURCHASE.
Councilman Hopper stated his support of purchasing the Carnegie Library building.
MOVED by Hopper, SECONDED by Ozuna to approve Resolution No. 133-13 thus exercising the option
to purchase the Carnegie Library Building.
Councilman Callsen stated his support in purchasing the Carnegie Library building and for use of the
building by the veteran groups.
Councilman Pollard expressed his concern that the Memorandum of Understanding has not been signed
and thus the City is unsure of tenants for the building.
Councilman Blacker expressed that he is in support of the veterans occupying the facility; however, he is
concerned that the Memorandum of Understanding is still in draft form.

The Mayor stated his support concerning the partnership with the veterans occupying the building. He
suggested that the Memorandum of Understanding include the creation of a public computer lab for the
purpose of genealogy research. The details of such a space can be addressed as the building occupancy is
defined. He noted that approval of the resolution allows the veterans to move forward with their grant
submittals and helps to preserve the building for public use.

Councilman Callsen reported that the Finance Committee has reviewed current accounts payable in the amount
of$764,371.50 for the period ending October 25,2013and net payroll in the amount of$324,130.60 for the pay
period ending October 19,2013.
MOVED by Callsen, SECONDED by Blacker that accounts payable in the amount of$764,371.50 represented
by check numbers 97526 through 97660 and the total payroll in the amount of$324,130.60 represented by
check numbers 26095 through 26225 and payroll direct deposits be accepted,payment approved, and vouchers
filed in the office of the City Clerk.

(COUNCIL COMMENTS)
Councilman Callsen encouraged eligible citizens to vote on Tuesday,November 51h.
Councilman Blacker reported that he attended the College of Idaho ceremony today dedicating the new sports
facility in behalf of Marty Holly. He also noted that the Caldwell Economic Development staff received their
first application for the Foreign Trade Zone. He expressed his appreciation for the information given by Mayor
Nancolas and Councilman Hopper at the recent candidate election forum held at the College of Idaho.
Councilman Biggers announced that there would be an election results celebration at the Harmon Center after
the polls close at 8:00 p.m.on November 5"'. A computer will be set up ready to view the results from Canyon
County as the ballots are tallied.

He invited students in the audience to join the Mayor's Youth Advisory Council.
Appreciation was expressed to those who participated in the recent PAL Halloween Party.
The Mayor encouraged everyone to exercise their privilege to vote. Information concerning the election
process can be found at www.canyoncounty.org or by contacting the City Clerk Debbie Geyer at Caldwell City
Hall.
The Mayor reported that he recently met with the Vallivue School Board concerning the success of the Youth
Forum held on September 13, 2013. The Forum is a direct result of the Youth Master Plan which was adopted
by the City of Caldwell. The Youth Master Plan is available on the City of Caldwell's website or hard copies
are available at City Hall.
The Mayor announced that he recently participated a fund raiser for the Canyon County Organization on Aging.
Approximately$2,200 was raised.
Upcoming Events:
• The Mayor's Cup Basketball Game with the College of Idaho vs. Northwest Nazarene University will
be held tomorrow night at the College of Idaho sports facility.
• Mayor's Youth Advisory Council meeting will be held on Wednesday, November 6`"at 6:00p.m.
• The Veteran's Day Ceremony will be held on Monday, November 11, at 11:00 p.m. at 621 Cleveland
Boulevard.
• The Mayor and members of the Mayor's Youth Advisory Council(with a chaperone) will be attending
the National League of Cities Conference in Seattle on November 12-16. The conference addresses
national and youth issues. This is an opportunity for the youth to learn more about government.
• He reported that a letter of engagement was received from Eide Bailly concerning the upcoming audit
at City Hall.
• The Winter Wonderland event will be held on Friday, November 22, 2013, at 6:00-9:00 p.m.
