Caldwell Traffic Commission (TC) Minutes .PPR v v

1. Parking on KCID Road —Sharon Nagel
Sharon Nagel called indicating that their HOA had forbidden parking on the street
within the subdivision. She says that cars are now parking along KCID Road
including near the intersection of KCID and Pheasant run. It is difficult to see
oncoming traffic at times because cars are parked so near the entrance.
TC first questioned the right of the HOA to disallow parking in public ROW. The TC
then determined"No Parking here to Curb" signs could be placed on KCID to protect
the vision triangle at the Pheasant Run and Goldfinch entrances. Eventually there will
be bike lanes on KCID and parking will not be allowed.
Action: Gordon Reed will request the signs be placed and Tammy Frans will
communicate with the HOA regarding future bike lanes.
2. Crowding on older narrow streets—Gary & Bobby Dutton
The following is a summary of the letter received from the Dutton's; we live on
Walnut Drive and often travel Ash. In the 13+ years we have owned our home we
have seen increases in vehicles both on the street and parked on the sides of Ash often
leaving only a one lane road. My husband has commented many times that Caldwell
should consider making some of our side streets one-way to allow traffic to flow. It is
also a big concern with children and teens walking or playing in the area. If they were
to run out into the street with the congestion we see many times,there would be no
chance of a car stopping. We would like you to address this issue.
The following three points were made by the TC
• Making streets one-way would increase speeding
• Streets-are posted at 20 mph
• Parking on both sides of the street acts as a calming device on traffic
Considering the above three points the TC determined it to be in the best interest of
the public to leave street direction and speed as is.
Action: Tammy will send correspondence explaining the determination of the TC.
3. loth Ave vertical curve design—Robb MacDonald
Per Robb's email; because of impacts to Kerricks Law Office,the design was put
together on the 10th ave bridge for the vertical curves at a 30 mph speed(not 35). I
am told that resign will increase impacts to Kerricks among other things. We need to
determine if it is acceptable to decrease from 35 to 30 from Dearborn to the interstate.
Robb explained that the design was made to accommodate the Mayors request for a
pedestrian walkway under the bridge to accommodate pedestrians crossing 10th
Street.
The question at this time is if it is okay for the design to proceed knowing speed will
need to be reduced to 30mph at some time in the future. A motion was made and the
TC agreed unanimously for the design team to proceed.
Action: Robb will notify the design team of the determination of the TC.
A motion was made to amend the agenda to accommodate a last minute item received after the
agenda was posted. TC agreed unanimously to add the item.
4. Improve traffic safety on Halstead between South Kimball and Arlington Ave.—
multiple residents residing in the area.
The above mentioned stretch of Halstead Street is unique to its location. It is short length,
narrow and unpaved.Increased population and increased number of people attending the New
Life Bible Fellowship Church have in turn increased the amount of traffic on this short
section of road. In addition to the church many are using it as a shortcut to get from Kimball
to Arlington or vice versa.Options suggested by these citizens are:
• One-way traffic
• Slow signs
• No through traffic signs
• Preferred would be one-way traffic going west and erecting a SLOW sign.
TC agrees this is a unique section of roadway.A motion was made and the TC agreed
Unanimously to have Engineering set traffic counters on that section. Robb will
report back to TC with the acquired data for further discussion.
Action: Robb will request traffic counters.
Resource/Weather Pending Business: -
1. Homedale and Indiana Avenue intersection—Roundabout/re-design.
(CHD4 will design and implement)
2. Way finding signs for the plaza- Brian Billingsly
"Destination Caldwell" is asking the TC if way finding signs can be installed for the
new plaza. See TC notes from August 2015.
3. Cross Walk on Blaine in front of Simplot Stadium needs enhancement. —Chris
Allgood 11-2015
4. Cleveland/Blaine at 10th Signals. Long term improvements.
