HomeMy WebLinkAboutORD 3110 BILL NO.29 ORDINANCE NO.3110 AN ORDINANCE ENACTED BY THE CALDWELL CITY COUNCIL AMENDING SECTION 5 ARTICLE 7 OF THE CALDWELL CITY CODE; PROVIDING FOR AN EFFECTIVE DATE; PROVIDING FOR SEVERABILITY; AND REPEALING ALL ORDINANCES,RESOLUTIONS, ORDERS AND PARTS THEREOF IN CONFLICT HEREWITH. BE IT ORDAINED by the Mayor and City Council of the City of Caldwell, Canyon County, State of Idaho: Section 1: That Chapter 5,Article 7 of the Caldwell City Code,entitled"Street Naming and Address Numbering"shall be amended as follows: 05-07-01: SHORT TITLE,PURPOSE AND APPLICABILITY: This article shall be known as the CITY OF CALDWELL UNIFORM STREET NAME AND ADDRESS NUMBER ORDINANCE and is adopted for the purpose of providing uniform street name and address number grid systems, and for proper administration and enforcement of these systems.This article shall apply to all lands within the city of Caldwell and-its-impaet-area. 05-07-02: DEFINITIONS: OFFICIAL ADDRESS GRID SYSTEM: The official matrix used to identify street address numbers. _ • ' . _ _ - ..• . - ' •• .. _ . t: . • • - - . . . . OFFICIAL STREET NAME LIST: The list containing the official street names within the incorporated areas of the city and `he impact area of the and should also contain the official street names within Canyon County and all incorporated and unincorporated areas within Canyon County. 05-07-03: APPROVALS REQUIRED: (2) Before any address numbers are posted on any street, building or sign within either-the incorporated areas of the city there shall be obtained from the city mapping department assignment and/or approval of the street address using the official address grid system and the provisions contained within this article. 05-07-04: DESIGNATION OF STREET NAMES: (1) The following rules and regulations shall be used in determining and approving private and public street names and common driveway names: A. Duplication Of Names Prohibited: There shall be no duplication of private or public street names or common driveway names by name, sound, sound alike or spelling with any other existing or proposed names within the city and/or within within any area within Canyon County boundaries.Except as approved by the fire plans examiner,there should generally be no rhyming of said names with any other existing or proposed names within the city and/or within any area within Canyon County boundaries. Differentiation shall not be by the addition of any suffixes, such as "street", "avenue",etc. B. Duplication Of Subdivision Names:Names of private or public streets or common driveways shall not duplicate any subdivision name anywhere within the city,the-eitys mast-area or the county; except that a private or public street or common driveway within a specific subdivision may duplicate the name of the specific subdivision in which it exists. E. Names Of Existing Streets; Proposed Streets: Where a proposed private or public street connects to and is in the same general alignment as an existing private or public street Of • . -- - • . •- - •: ,the name of the said existing street shall be maintained for both the existing and the proposed new portion with the appropriate and correct suffix designation,as determined in accordance with the provisions herein, assigned to the proposed portion. Where a proposed private or public street is in the same general alignment as an existing private or public street,but the centerline connection to a common street is offset by more than 100 feet,the proposed new portion shall be given a unique street name and appropriate suffix, In cases where said offset is less than 100 feet,the proposed new portion may carry the same name as the existing portion with the appropriate and correct suffix designation. Where a proposed private or public street is in the same general alignment as an existing private orpublic street,but is disconnected and will never connect,the proposed new portion shall be given a unique street name and appropriate suffix. G. Cul-De-Sac Names; Number Of Lots: Generally-,—cul-de-sacs with four (4) six--(- or fewer lots and an overall length of 100 feet or less(as measured from the centerline of the principal street to the point of radius) shall should carry the same street name and suffix as the main street from which the cul-de-sac originates. Cul-de-sacs with five (5) seven (-7) or more lots shall should be given their own unique street name and appropriate suffix. H. Cul-De-Sac Names;Alignment: Cul-de-sacs that are on the same alignment as an existing or proposed street shall should carry the same name and suffix as the existing street. If not on the same alignment,they shall should be assigned a different name with an appropriate suffix in accordance with 05-07-04(2)G above. J. Meandering Streets: The determination as to whether or not a street is meandering shall be made by the Mapping Departmentfire-plans-examiner and such meandering street should be assigned the appropriate street suffix designation of either "way" or "drive" in accordance with the provisions herein with the caveat that if a street originates with a suffix that suffix should remain for the entire length of the street, both existing and proposed. M. Change In Direction Of Street: If the Mapping Department determines that a street makes a very obvious change in direction,a new street name shall be assigned, except as herein provided, at a point that shall be determined by the Mapping Department fire-plans-examinef. O. Offset Streets: 1 05-07-06: SUBDIVISIONS AND/OR PLANNED UNIT DEVELOPMENTS: (1) B. The Mapping Department€ire-plans-examiner shall reserve placement of approved names on the official street names list. Official placement does not take place until a final plat is recorded and/or a street address number assignment is made. 05-07-07: STREET SIGN REGULATIONS: (5)All street sign construction shall be in accordance with the latest version of the City of Caldwell Supplemental Specifications to the Idaho Standards for Public Works Construction (ISPWC)in effect at the time of sign installation. 05-07-08: CHANGES IN STREET NAMES: (1)General Street Name Changes: C. Application shall be made to the Mapping planning—end—zoning department for any proposed name change. Said application shall be considered for approval by the city council after a public hearing using the notice and hearing process as outlined in subsection 10-03-03(2)of this code. (2)Emergency Services Or Mapping Street Name Changes: A. • - __ ._ • . . • . . .. Z. . .. •. -. - -- - : -- -• •.-• •.• • . . .- . •- . All changes shall be considered for approval by the city council after a public hearing using the notice and hearing process as outlined in subsection 10-03-03(2)of this code. B. "'- - •. : _ •••:.* .. All changes shall be made in an attempt to create the least possible inconvenience to affected residents and property owners. C. The city mapping department shall give official written notice at least ninety(90)days in advance of the effective date of such change to property owners and those local agencies affected by such changes with the exception that the effective date of such change to vacant properties and properties under new construction shall be upon publication of the ordinance. 05-07-09: STREET ADDRESS NUMBERING: (1) Numbers To Conform To Grid System: All street and/or common driveway address numbers shall conform to the city or county grid system, depending on location as shown on the official address grid system as filed and maintained by the city mapping department. The general standards to be used in developing and maintaining the street address grid system are as follows: City grid system: A. Sixteen(16)grid blocks shall be assigned to each section, as defined by the Public Land Survey System(PLSS), and approximately three hundred thirty feet(330')between grid lines shall lie standard when establishing the grid system. B. A standard of approximately twenty-five(25)numbers per grid is hereby established. County grid system: A. Ten(10)grid blocks shall be assigned to each section,as defined by the PLSS,and approximately five hundred twenty-eight feet(528')between grid lines. B. There shall be one hundred(100)numbers per grid block: (2) Numbers Assigned By Mapping Department: All address numbers located within the city limits shall be assigned by the city mapping department.No other person or organization, public or private, shall assign any address number to any residence,business,industry,or other use. (3) Factors In Assigning Numbers: The following shall be used as a guide in assigning said address numbers by the city mapping department: A. Single-family residential dwellings and duplexes should generally be assigned individual single address numbers. All other buildings and structures, including triplexes and other multi-family dwellings, should generally be assigned only one address number with individual units or spaces within the building being assigned individual suite or unit numbers in addition to the single address number assigned to the building as a whole. All primary address numbers shall be whole numbers. Fractional or decimal part addressing shall not be allowed. B. Numbers may be assigned to vacant lots within platted residential subdivisions and should generally be assigned in such a manner that adequate numbers are reserved for possible future development or resubdivisions of such land. E. Whereas there are several multiple existing numbering grids in use in the city, all new addresses shall be assigned using the grid determined by the city mapping department to be the best for the new area. F. Existing address numbers not in conformance with the official address grid system may be changed by the city mapping department, giving official written notice at least ninety (90) days in advance of the effective date of such change to property owners and those local agencies affected by such changes with the exception that the effective date of such change to vacant properties and properties under new construction shall be immediately upon notification. Property owners and local agencies noncompliant with official address changes shall be subject to the administrative citation process as outlined in section 10-03-13 of this code. G. When an existing addressed building is demolished,the address number shall be retired and not re-used for new construction or re-development unless insufficient address numbers exist to allow such to be changed. 05-07-10: PLACEMENT AND POSTING OF ADDRESSES ON BUILDINGS AND SIGNS: (5) Buildings or uses with permanent on premises monument, post, pole or freestanding signage that include addressing as part of the signage, shall place addresses on botlrsides-of such signs in large numbers that are distinct and separate from other messages on the sign. Section 2: This ordinance shall be in full force and effect from and after its passage, approval, and publication,according to law. Section 3: This ordinance is hereby declared to be severable. If any portion of this ordinance is declared invalid by a court of competent jurisdiction,the remaining provisions shall continue in full force and effect and shall be read to carry out the purposes of the ordinance before the declaration of partial invalidity. Section 4: All ordinances, resolutions, orders and parts thereof in conflict herewith are repealed, rescinded and annulled. • PASSED BY THE COUNCIL OF THE CITY OF CALDWELL, IDAHO, this 18th day of September,2017. RE: Changes to Chapter 5 Article 7 of Caldwell City Code known as the City of Caldwell Uniform Street Name and Address Number Ordinance Date: August 28, 2017 Requested Action: Approve the attached ordinance The Public Works, Fire, and Mapping Departments have determined that changes are needed to Chapter 5 Article 7 of the Caldwell City Code regarding Street Naming and Address Numbering. In consultation with Canyon County, it is being proposed to return the responsibility of addressing within Caldwell's Impact Area to Canyon County. As such, this and additional changes are being proposed in the attached ordinance. It is the recommendation of Public Works,Fire, and Mapping Departments that Council approve the ordinance submitted. This responsibility was originally requested from the County back when there were a lot of addressing issues that had to be corrected and it was deemed that if the City had control, the City would have fewer changes to be made when properties were subsequently annexed in to the City. However, the addressing process has been improved to the point where these types of issues no longer exist. Also, from a customer service standpoint, it would be more efficient if those applying for building permits didn(t get re-routed to the City to obtain addressing because their development happens to be located within the Impact Area. Department heads from both agencies over addressing have met to discuss this proposed change. All are in agreement that the change would be in the best interest of the agencies and the public. It would be the Citls intent, if agreeable with the County, to present an ordinance for City Council approval that would change the portion of City Code to remove any references to addressing within the Impact Area. This ordinance would be timed to coincide with a similar ordinance removing similar references from the County Code. Thank you for your consideration.
