SPECIAL MEETING
Budget Workshop
June 20,2017
6:00 P.M.
The Mayor opened the workshop at 6:03 p.m.which was held at the YCMA Conference Room located at 3720 South
Indiana Avenue.
City Council members in attendance: Callsen,Pollard,Stadick,Allgood,Ozuna,and Hopper.
City staff members in attendance: Carol Mitchell,Lacey Welt,Brian Billingsley,E1Jay Waite,Monica Jones,Mark
Wendelsdorf,Frank Wyant,Debbie Geyer, and Robb MacDonald. Guest: Cory Woodward(Caldwell Firefighters
Union Representative)
The Mayor introduced the YMCA administrative team: David Duro (Treasure Valley YMCA President& Chief
Executive Officer), Scott Curtis (Treasure Valley YMCA Vice-President & Chief Advancement Officer), Erik
Bullock(Executive Director Caldwell YMCA),and Claudia Suastegui(Caldwell YMCA staff member).
Mr.Bullock stated that over the last few months,the Caldwell Y has undergone a remodel and refresh project in order
to better meet the needs of the members.This included 1)adding a ceiling to the Group Ex studio,2)expansion of the
Health&Wellness space upstairs, 3) social gathering space improvements, and 4)refreshing the interior paint and
signage. These changes will help improve accessibility,increase awareness and philanthropic engagement,allowance
for the Caldwell YMCA to offer more quality programs,and ultimately maintain and improve this crucial community
asset. He reported that the Caldwell Police Department opened a sub-station in the YMCA facility starting today.
The Mayor expressed appreciation to the YMCA staff for offering use of the facility for tonight's budget workshop.
A tour of the facilities was conducted by the YMCA administrative team.
PRESENTATION#1—WAGE REVIEW
• Monica Jones, Human Resource Director at 411 Blaine Street,provided a spreadsheet outlining the Salary &
Benefit Costs for Fiscal year 2017-2018.
• A police wage comparison handout was provided and discussion was held concerning the police and fire
department wages in comparison to the cities of Caldwell,Meridian,Boise,and Nampa.
• Key position wage comparisons were discussed.
PRESENTATION#2—SHARED REVENUES&PROPERTY TAX REVIEW
• E1Jay Waite, Finance Director at 411 Blaine Street provided a spread sheet entitled Comparability of Major
Southern Idaho Cities.
• Discussion followed regarding a proposed 2.1%cost of living pay increase for the employees.
• He noted the median home value within Caldwell is$133,400.
• It was noted that the foregone revenue is currently at$2,495,423.00.
PRESENTATION#3—PRESENTATION BY THE CITY FINANCE DIRECTOR
• Carol Mitchell, Deputy Finance Director at 411 Blaine Street provided a spreadsheet outlining the Revenues
Allocation for Salary&Benefit Costs for FY-2017-2018.
• It was noted that fund balance is lacking within the Golf Department, Airport Department, and the Police
Department.
• Mayor Nancolas recommended that E1Jay Waite, Carol Mitchell, and Monica Jones provide information at the
next budget workshop session showing the personnel positions needed and the appropriate revenue stream.
• Discussion was held concerning the HRA/VEBA plan available for employees. It was noted that the current plan
does not include the firefighters inasmuch as the Local Firefighters Union chose not to participate in the initial
program.
PRESENTATION#3—ANIMAL CONTROL CONTRACT
• The Mayor provided handouts of the DRAFT Animal Control Contract.
• Discussion was held concerning the"dog at large"charges being proposed by the West Valley Humane Society.
PRESENTATION#3—GOLF REVIEW
• Carol Mitchell, Deputy Finance Director at 411 Blaine Street reported on the contract negotiations with John
Watson.
• It was emphasized that a marketing campaign is needed in order to increase business at the Purple Sage Golf
Course. The assignment of marketing duties has been given to a Purple Sage staff member.
The workshop was dismissed at 8:45 p.m.
