SPECIAL MEETING
Budget Workshop
June 6,2017
6:00 P.M.
The Mayor opened the workshop at 6:06 p.m. Those City Council members in attendance: Callsen,Pollard, Stadick,
Allgood,Ozuna,and Hopper(arrived at 7:11 p.m.)
City staff members in attendance: Carol Mitchell, Debbie Geyer, Brian Billingsley, Ellay Waite, Robb MacDonald,
and Brent Orton.
PRESENTATION#1—PUBLIC WORKS
• Brent Orton reported on the proposed software changes for building permits from Accela to Smart Gov/Project
Dox. Research is underway concerning the components of the software. Canyon County will no longer be using
Accela and therefore the City of Caldwell will not be able to access the program through the shared agreement
currently in place.
o An increase in the fee schedule is being considered to assist with the purchase of the software. Brent
reported that there are municipalities charging a technology fee when building plans are submitted on-
line.
■ The software transition period would be approximately six months. Temporary help is being
considered to assist with the software transition period and an overtime allocation will be
reviewed.
PRESENTATION#2—FUND BALANCE-PROJECT LIST
• High priority projects were discussed:
o Sweetwater Building(restrooms,skate rental,ice equipment storage)
o Downtown parking along the railroad tracks from 5"'Avenue to 12"'Avenue
■ Restructure of the depot parking(5"'to Kimball Avenue)is the I"priority
o Downtown Indian Creek Plaza
o Complete the Pal/Roberts Recreation Building
■ Parking lot requirements must be met
o Caldwell Veterans Memorial Hall
■ Completion of renovations is necessary for the building functional for veteran services
o Improvements to the Indian Creek Green Belt(former Sundowner site)
o Miscellaneous improvements to park sites
o Parking lot on the 21"Avenue site(Norman property)
o Parking lot on 21"Avenue behind Caldwell Bowl and the Golden Dragon Restaurant
0 21"Avenue Lift Station: Convert to a gravity flow facility
o Caldwell Event Center interior roof at O'Connor Field House
o Resurface the parking lot at the Caldwell Event Center
o Upgrade the Parks Department parking lot and shop area
o Swimming pool improvements
o O'Connor Field House: Paint the ceiling to complete interior improvements
o New sign at Caldwell Event Center
• Recommendations from City Council Members
o Rod iron fencing at Caldwell Event Center
o Emergency helicopter pad at the Caldwell Event Center
PRESENTATION#3—EXPANSION OF THE CALDWELL POLICE DEPARTMENT
o E1Jay Waite presented information and discussion followed concerning a possible expansion of the CPD
facility along Indian Creek which would assist with additional space for the evidence room.
The workshop was dismissed at 7:19 p.m.
