I. Call to order. Chairperson Maughan called the meeting to order at approximately
6:35 p.m.
II. Roll Call
Members Present. Steve Maughan, Randy Lyons, Jacob King and (via phone)
Nicole Bradshaw.
Members Absent. Megan Dixon and Don Burwell.
Others Present. Jarom Wagoner, Senior Planner; and April Cabello, Planning
Technician.
Others Absent. Brian Billingsley, Planning & Zoning Director and Rob Hopper, City
Council Liaison.
III. Approval of Minutes.
MOTION TO APPROVE THE MINUTES OF OCTOBER 26, 2016.
MOTION: Commissioner Lyons. SECOND: Commissioner King, MOTION PASSED.
IV. Certificate of Appropriateness Interviews. None.
V. Audience Participation. None.
VI. Actions Since Last Meeting.
April Cabello, Planning Technician reviewed the items under actions since the last
meeting.
Case Number CA-16-12. Applicant: Jamie Warwick a request for Certificate of
Appropriateness approval for a re-roof. The subject property is located at 1802
Dearborn Street, Caldwell, ID 83605. Staff Level Approval approved by the
Commission.
Case Number CA-16-13. Applicant: Boone Memorial Presbyterian a request for
Certificate of Appropriateness approval for a re-roof. The subject property is located
at 1323 Dearborn Street, Caldwell, ID 83605. Staff Level Approval approved by the
Commission.
Case Number CA-16-15. Applicant: Leo Shishmanian a request for Certificate of
Appropriateness approval for a re-roof. The subject property is located at 424 S 20th
Ave., Caldwell, ID 83605. Staff Level Approval approved by the Commission.

VII. Old Business.
Jarom Wagoner, Senior Planner gave updates on Certificate of Appropriateness
cases for fencing at 424 S. 20th and 1722 Dearborn Street. Jarom W. explained that
neither applicant has proceeded with the Administrative Determination for reduced
fencing setback or a request for full Variance for reduced setbacks through a public
hearing by the Hearing Examiner or the Planning and Zoning commission. Staff has
decided to give the applicants until February or until the snow clears to proceed and
then staff will reach out to the applicants and take action.
VIII. New Business.
Elect Chairperson and Vice-Chairperson for 2017.
Commissioner King made the motion to nominate Steve Maughan as Chair.
MOTION: Commissioner King. SECOND: Commissioner Bradshaw.
Commissioner Lyons made the motion to nominate Megan Dixon as Vice-Chair and
Jacob King as Alternate Vice-Chair.
MOTION: Commissioner Lyons. SECOND: Commissioner Bradshaw.
IX. Commission & Staff Reports.
2017 Committee Report Presentation to City Council — Jarom W. explained that
the chairperson of the commission would share with City Council how important
Historic Preservation is; what they do, and why it is important. All commission
members are encouraged to attend the meeting on July 17, 2017.
Chairman Maughan shared that he has not finalized his summer trip to England but it
normally lands around July and if it would be possible to change the date the
presentation is given.
Staff will inquire as to whether or not the presentation date can be change and will
report at the next meeting.
The commission discussed the possibility of the presentation being done by another
commission member.
Interest in vacant lots on Blaine—April C. shared with the commission that
Planning & Zoning has been receiving calls about what can be built on the two
vacant lots along Blaine and to be prepared for a Certificate of Appropriateness
application for new construction.
Projects and Goals 2017 - April C. asked the Commission what projects or goals
that they would like to achieve in 2017.
The commission responded that they would like to continue with education and
would like to reschedule the training with SHPO / Jamee that was cancelled by the
commission end of last year. The commission also expressed their desire to reach
out to Chuck Randolph for training on the district and review four or five intensive
level surveys done on homes in the district.
The commission also expressed the desire to have links setup on the City of
Caldwell's webpage to all the surveys related to Historic Preservation.
