Approve acceptance of the minutes of the Regularly Scheduled City Council Meeting held on May 1, 2017; the Special City Council Workshop held on May 8, 2017; the Caldwell Senior Center Board Meeting held on April 10, 2017; the Caldwell Industrial Airport Commission Meeting held on May 4, 2017; the City of Caldwell Employee Benefit Plan Trustee Meeting held on April 25, 2017; the Caldwell Planning & Zoning Commission Meeting held on February 14, 2017; and the Caldwell Historic Preservation Commission Meetings held on April 12, 2017 and April 26, 2017; 2. Approve Resolution authorizing the execution of the Transfer of Ownership and Release Agreement with Together Treasure Valley for two benches for use by the City of Caldwell; 3. Approve Resolution declaring a vehicle from the Caldwell Police Department (Vin #1 GCCS 19D53 8254427) as surplus property; 4. Approve Resolution authorizing payment of $9,000 to Metro Community Services for assistance with the community transportation program; 5. Approve Resolution ratifying the execution of the Staffing Agreement with Express Employment Professionals; 6. Approve Resolution authorizing the purchase of an Existing Submersible Discharge Dead for Well #18 in the amount of $22,000 for use by the Water Department in compliance with Idaho Code 67-2803 (2); 7. Approve Resolution authorizing the execution of the Construction Agreement with Union Pacific Railroad involving the widening of the railroad crossing on 21"Avenue; 8. Approve Resolution accepting an Easement from Challenger Development, Inc. for Virginia Park No. 8 Subdivision for the purpose of pressure irrigation main lines; 9. Approve Resolution ratifying payment to Idaho Power for relocation of power underground from 5th Avenue to Kimball to accommodate the downtown hotel and plaza projects; 10. Approve Resolution declaring the availability of only one vendor for the Ultra Violet disinfection bulbs required for the City's disinfection system at the Caldwell Wastewater Treatment Plant and authorizing purchase of the same upon satisfying the notification requirements Idaho Code 67-2808; 11. Approve Order of Decision for Case No. SUB-I7P-01 (College Marketplace). OLD BUSINESS: 1. Consider ratification of Bill No. 12 (Ordinance No. 3093) to annex Heritage Community Charter School into the Caldwell Municipal Irrigation District as initially approved by the Caldwell City Council at their Regularly Scheduled Meeting on May 1, 2017. NEW BUSINESS: 1. Public Dearing (Quasi-Judicial): Case No. ZON-17-01: A request by Bob Unger and ULC Management LLC to rezone two parcels totaling 8.12 acres, more or less, from R-1 (Low Density Residential) to R-3 (High Density Residential) with a development agreement. The subject properties are located at 4918 Laster Lane and 4920 Laster Lane in Caldwell, Idaho. 2. Consider Bill No. 07 (Ordinance No. 3088) for Case No. ZON-17-01 (Laster Lane Rezone) with a request to waive the rules, pass on the first reading, and approve the summary for publication. 3. Public Hearing (Quasi-Judicial): Case No. ANN-17-02/SUB-17P-02: A request by Providence Properties, LLC to annex 4.54 acres, more or less, with an R-2 (Medium Density Residential) zoning designation, amendment of Development Agreement, and Preliminary Plat approval of Mason Creek Landing Amendment Subdivision consisting of 51 residential Page 1 of 2 lots and 6 common lots. The subject property is located at 19506 Middleton Road in Caldwell, Idaho. 4. Consider Bill No. 08 (Ordinance No. 3089) for Case No. ANN-17-02 (Mason Creek Landing Annexation) with a request to waive the rules, pass on the first reading, and approve the summary for publication. 5. Public Hearing (Quasi-Judicial): Case No. ANN-17-03: A request by the Urban Renewal Agency of the City of Caldwell to annex 22.09 acres, more or less, with an M-1 (Light Industrial) zoning designation and a development agreement for the property located at 5221 E. Linden Street(Parcel 83529400000) in Caldwell, Idaho. 6. Consider Bill No. 10 (Ordinance No. 3091) for Case No. ANN-17-03 (Urban Renewal Annexation) with a request to waive the rules, pass on the first reading, and approve the summary for publication. 7. Public Hearing (Quasi Judicial): Case No. ZON-17-02: A request by the Urban Renewal Agency of the City of Caldwell to rezone three parcels totaling 38.56 acres, more or less, from R-2 (Medium Density Residential) and R-3 (High Density Residential) to M-1 (Light Industrial) with a development agreement and a Comprehensive Plan Map Change from Medium Density Residential to Industrial. The subject properties are located west of KCID Road and south of the Skyway Street alignment(Parcels 83529200000 and 83529001400) in Caldwell, Idaho. 8. Consider Bill No. 11 (Ordinance No. 3092) for Case No. ZON-17-02 (Urban Renewal Rezone) with a request to waive the rules,pass on the first reading, and approve the summary for publication. 9. Consider Bill No. 14 (Ordinance No. 3095) changing the official name the right-of-way known as "Voyage Avenue" to "S. Voyage Avenue located in Voyage Crossing Subdivision No. 1 recorded in Canyon County as Instrument No. 2016004947 in Book 45 of Plats at Page 4 with a request to waive the rules and pass on the first reading. 10. Consider Bill No. 15 (Ordinance No. 3096) requesting vacation of a portion of the utility easement for property known as 14204 Corona Drive with a request to waive the rules and pass on the first reading. 11. Consider Resolution authorizing downtown Main Street infrastructure improvements from Stn to Kimball, 7th Avenue from Main to Arthur and a small portion of 6th Avenue in the amount of$300,000. 12.
