MINUTES
CALDWELL CITY COUNCIL
May 8,2017
6:30 p.m.
Council President Callsen opened the workshop and the City Clerk called the roll. It was noted that Mayor
Nancolas was officiating at a community event.
City Council Members present: Callsen,Pollard, Stadick,Allgood,Ozuna, and Hopper.
City Staff Members present: ElJay Waite.
(WORKSHOP FOR THE PURPOSE OF DISCUSSING THE PROPOSED ANIMAL CONTROL
CONTRACT WITH THE WEST VALLEY HUMANE SOCIETY ANIMAL SHELTER)
ElJay Waite, 411 Blaine Street, provided a copy of the draft animal shelter agreement. He noted that the
Mayor and City staff members have met with the new administration at the West Valley Humane Society.
There is no current operating contact with the animal shelter at this time. Mr. Waite outlined the contents of
the proposed agreement. (Exhibit A)
Janae Mitchell, Director of the Board from the West Valley Humane Society, and Karly Cantrell, Executive
Director, provided handouts concerning the breakdown of charges for the first days of a canine's stay at the
dog pound and proposed charges for the City of Caldwell. Ms. Cantrell outlined the contents of the proposed
agreement. (Exhibit B)
Discussion was held concerning the proposed changes and the impact that the increase of fees would have on
the Caldwell Police Department budget. It was noted that vicious dogs are euthanized after five days if the
dog is not adoptable. The five days of maintaining the dog at the shelter would be billed to the Caldwell
Police Department.
In response to comments from Councilman Pollard, Ms. Cantrell reported that adoption fees help defray the
expenses of the facility's operation budget.
Councilman Pollard expressed his concerns regarding the proposed contract and noted that he had previously
served as a volunteer for several years at the shelter. Several fund raiser events were conducted in the past to
assist with the cost of operating the animal shelter.
Julie Warwick expressed her concern that a veterinarian to be located on site and stated her support of the
initial$50 first day charge to be covered by the City of Caldwell.
ElJay Waite reported that approximately one-half of the dogs captured by Caldwell Animal Control are
returned to the owner. He spoke in opposition to the proposed additional charges for the first day of a dog
being located at the shelter.
The meeting adjourned at 7:00 p.m.
