WORKSHOP
CALDWELL CITY COUNCIL
April 12,2017
7:00 p.m.
Mayor Nancolas called the workshop to order at 7:00 p.m. at the Caldwell Police Department Community
Room.
Those in attendance: Pollard, Stadick,Allgood,Ozuna,and Hopper. Absent: Callsen.
Staff in attendance: Mark Wendelsdorf,Monica Jones and E1Jay Waite.
(WORKSHOP FOR THE PURPOSE OF DISCUSSING CALDWELL FIREFIGHTERS LABOR
UNION NEGOTIATIONS)
Discussion was held concerning the following items:
• Article 2: Recognition
Chief Wendelsdorf reported on the desire to move forward with a Fire Prevention Officer position.
Discussion followed.
• Article 6: Management Rights
Chief Wendelsdorf reported on the issue of Management Rights including the determinations by the
Fire Chief about the fire equipment placement.
• Article 14: Grievance Procedure
Monica Jones reported on the recent number of grievances which have been filed. Discussion was
held concerning a possible procedural check list.
• Article 15: Section B—Certification Pay
Chief Wendelsdorf reported on his desire for a Field Training Officer who would work with new hires
for a period of 90-days after the academy.
• Article 17: Personal Leave
Monica reported that at this time the union will not be making any changes within this article. Chief
Wendelsdorf expressed this concern with the current holiday leave policy. Discussion followed.
• Article 32: Social Security
Monica expressed the need for updates to the workman's comp policy.
• Rural Fire District Study
E1Jay Waite reported on the aspects of the transition process to a rural fire district system and the
research that has been conducted.
• Article 23—Minimum Staffing
• Article 24—Vacancies
• Article 26—Uniform Allowance&Specifications
• Article 28—Wellness/Fitness Program
• Article 29—Insurance Issues
Negotiation team: E1Jay Waite (lead negotiator), Monica Jones, Mark Wendelsdorf, Chuck Stadick, and Rob
Hopper. A schedule will be set for negotiations and posted in compliance with State Code. Meetings will be
held during the months of May and June.
This public workshop was conducted for the purpose of discussion. No action was taken or decisions made.
The meeting was adjourned at 9:10 p.m.
