Linden Street Caldwell, ID 83606 Email:kschara @citywcaldwell.org 208-459-9779 Date: April Stn, 2017 Time: 12:00 Noon — 1:00 PM Location: Caldwell Industrial Airport— Hubler Terminal Conference Room Commission Members Present: Phil Fouts, Rob Herndon, Marty Koch, Greg Swanson, Rob Oates—Airport Manager, Kathy Schara—Airport Administrative Secretary Commission Members Absent: Chris Allgood (City Council Rep.), Barry Everett, Jr., Steve Kahn, Al Rice Guests: Brent Orton-- Public Works Director, Toby Epler--JUB, Jim & Anita Shore, Gregg Herzog, Mark Christiansen Chairman Phil Fouts called the meeting to order at 12:05 pm. 1. Minutes of February 2017 Airport commission Meet i ng Motion was made and seconded to accept the February 2017 Minutes. Motion passed. 2. Airport Improvement Program —Toby Epler/Rob Oates Toby Epler reported we are currently finishing the design on AIP29. Funding most likely will not be available this year, but should be for 2018. In answer to a question from a Commission member, Toby reported that the estimated work time for the runway rehabilitation will be daytime hours. Taxiway A will be open as a temporary runway during daytime hours only. Since it is not properly lighted, Taxiway A will be closed at night. Initially, there will be about a week's worth of work marking Taxiway A for use as a runway. The runway will then be closed for an estimated duration of a month. Total cost is estimated at $1.2 - $1.3 million, but this could change. More specific details will emerge as the rehabilitation work becomes scheduled. 3. Shared Electrical Sub-committee— Phil Fouts Greg Swanson reported on the meeting of the Electrical Sub-Committee earlier this week. He described some of the issues affecting the hangars that are currently on shared electrical meters, and some possible solutions the sub-committee discussed. The committee intends to attempt to put together a proposal to present at a future Airport Commission meeting. This proposal could include whose responsibility (City or hangar owner) for such things as transformers, conduit drop to each hangar, permitting costs; city financing of assessed costs over extended time. Legalities and fire marshall risk analysis will also need to be addressed. 3 w. # 3 Apr--' :i,r a Considerable discussion ensued. It was stressed that whatever solution is proposed q will need to meet FAA requirements, abide with applicable codes, address practical limitations, p r feasible financing, and it would need to be acceptable to all affected present g hangar owners and City Council. The Sub-committee will continue to research possibilities and road blocks. Brent Orton p suggested they have the electrical inspector attend next sub-committee meeting to help answer so me of the questions. Greg suggested a possible physical walk-through of the hangar area with the inspector, prior to the next sub-committee meeting. The next Electrical Sub-Committee meeting is scheduled for noon, April 25th at Hubler Terminal in the small conference room, and is open the public, should anyone care to attend. 4. Lateral (Canal) Relocation Update- Brent Orton Bret reported Orton that about 900 feet of the lateral has been buried between Hubler Terminal and the junction across Linden, pending agreement with adjacent landowners for a final relocation alignment. 5. Buildable Lots Update- Rob Oates Rob Oates reported he is meeting next week with a person considering building a large commercial hangar. This is only the initial meeting. Rob also reported that plans for building another set of four hangars are going forward in the 900 block. 5. FAA NW Mountain Region Conference-• Brent Orton, Phil Fouts Commission Chairman Phil Fouts, first time attendee at the FAA Conference in Seattle, reported on some of his impressions, including the importance of Caldwell Airport p . staying on the radar. He said that as a large GA airport we are still not very visible in Y g the commercial airport landscape and need to make every effort to be noticed in that arena. He also learned that when applying for FAA grants, we shouldn't try to bundle a bunch of unrelated projects. He also noticed a strong emphasis by the FAA that hangars are not to be used for non-aeronautical use. Overall, he was very glad to have been able to attend the conference and get a better idea of what the City personnel have been hearing from the FAA. Rob Oates and Brent Orton also attended the conference, as well as Toby Epler, the Caldwell Airport's contract engineer. Brent stated that the best way to stay on the radar is to continue to have capital planning done well in advance, then have projects designed and ready for when discretionary funds become available. He stated that the • g city has established a good rapport with the Helena office and they know that we are and will be open and transparent with them. Rob Oates voiced his appreciation for Phil Fouts, as Commission Chairman, to attend the conference, as he is able to add another perspective to the information provided at the conference. In regards to FAA regulations on non-aeronautical use of hangars, Greg Swanson said he will p resent a summarization to the Commission next month of research on this subject that he has done. i is 4 � 7. Announcements— Rob Oates • As per the email that Rob sent out about two weeks ago, ongoing trapping is occurring on the field in efforts to control the gopher population. Please use caution. • FOD was discovered on the runway this past week that looks to be a part of a scraper off an aircraft wheel-pant. If someone would like to claim it, see Rob Oates.
