HomeMy WebLinkAbout2017-03-06 Traffic Commission Minutes ` y Caldwell Traffic Commission (TC) Minutes APPR VE March 6,2017 0 Present: Brent Orton, Gordon Reed, Robb MacDonald, Captain Riley, Brian Billingsley, Chief Wendelsdorf Secretary: Tamera Frans *MUTCD (Manual on Uniform Traffic Control Devices) *ROW (Right-of-Way) *TC (Traffic Commission) Old Business -None New Business- 1. Request for Vacation of alley between 5th & 7th Street—Public Works Director,Brent Orton Director Brent Orton requested vacation of the alley between 5th& 7th Streets and Arthur&Main Street to accommodate the footprint of proposed Saratoga Hotel. A motion was made and the TC agreed unanimously to approve the request. Action: Tammy Frans will proceed with the vacation process 2. Request a 4-way Stop at 9th & Belmont—Henry Eodice Henry Eodice,250-0985 came in to the office and requested the corner of 9th 7 Belmont be looked at by the Traffic Commission. Mr. Eodice feels additional traffic control is needed at this intersection. Mr. Eodice's suggestion is to make it a two or four way stop. Action: This item was moved to the next agenda to allow Engineering to further review the intersection. 3. Request Stop sign at entrance of Stonecreek Sub—Esther Jensen Ms. Esther Jensen is the HOA president for Stonecreek subdivision. The HOA would like to establish better right of way entering and exiting the subdivision. They would like to relocate Stop signs so the right of way is given to traffic moving in and out of the development on Stone Creek Street and Turning Leaf Street. Please see her map below. Pink X indicates where signs are currently. Blue X indicates where they would like signs to be. I { z v A motion was made and the TC agreed unanimously to approve the HOA's request. TC agrees that the suggested signage change will enhance traffic flow at the entrances. The four existing signs will be recycled and the City will provide the necessary labor and the two additional signs needed to make the change. Action: Tammy will communicate the decision of the TC to Ms. Jensen. The Street department will make the requested changes. 4. Crosswalk request at Ray and Ustick—Joanna Baltrop Ms Baltrop lives near the new Walmart store on Ustick road.The addition of Walmart has significantly increased traffic on Ustick road. Ms Baltrop is requesting a crosswalk at the intersection of Ray Ave and Ustick. .. • On discussion the TC determined that Ustick Road is a principal arterial. As such, an actuated signal would be required for public safety. Cost for a signal at this location would be approximately 90K. Chief Wendelsdorf added that Caldwell Fire Station II (CFDII) is located next to the Walmart. CFDII experiences ongoing traffic problems when attempting to get out on to Ustick for emergency calls. A signal is planned for in CFD II's long term plan. A motion was made and the TC agreed unanimously to conduct a study when funds are available and consider adding a pedestrian crossing at that time. Resource/Weather Pending Business: - 1. Homedale and Indiana Avenue intersection—Roundabout/re-design. (CHD4 will design and implement) 2. Way finding signs for the plaza-Brian Billingsly "Destination Caldwell"is asking the TC if way finding signs can be installed for the new plaza. See TC notes from August 2015. 3. Cross Walk on Blaine in front of Simplot Stadium needs enhancement. —Chris Allgood 11-2015 4. Cleveland/Blaine at 10th Signals. Long term improvements.
