ZONING CLASSIFICATION: R-2 COMPREHENSIVE PLAN DESIGNATION: M.D.(7-9D.U./Acre)
FEE: A $100. 00 fee must be paid after application acceptance by the
Planning and Zoning Commission and before processing by the
Administrator.
PLAN: A plan of the proposed site for the special use shall be at-
tached showing the location of all buildings, parking and
loading area, traffic access and traffic circulation, open
spaces , landscaping, refuse and service areas, utilities ,
signs and yards. A legal description of the land involved
in the specialuse must accompany the plan.
'NARRATIVE: A narrative statement describing the use and an evalua-
tion of the effects of the use on such elements as noise ,
glare, odor, fumes and vibration on adjoining property; a
discussion of the general compatibility with adjacent and
other properties in the district ; and the relationship of
_ the proposed use to the Comprehensive Plan.
COMMISSION EVALUATION: The Commission shall review the particular
facts and circumstances of each proposed special use in terms
of the following standards and shall find adequate evidence
showing that suchuse at the proposed location:
1. Will , in fact , constitute a special use as established
on the Official Schedule of District Regulations for
the zoning district involved;
2 . Will be harmonious with and in accordance with the
general objectives or with any specific objective of
the Comprehensive Plan and/or the Zoning Ordinance .
3. Will be designed, constructed, operated and maintained
to be harmonious and appropriate in appearance with the
existing or intended character of the general vicinity
and that such use will not change the essential charac-
ter of the same area;
4 . Will not be hazardous or disturbing to existing or
future neighboring uses;

5. Willbe served adequately by essential public facilities
and services such as highways , streets , police and fire
protection, drainage structure , refuse disposal, water
and sewer and schools; or that the persons or agencies
responsible for the establishment of the proposed use
shall be able to provide adequately any such services ;
6 . Will not create excessive additional requirements at
public cost for public facilities andservices and
will not be detrimental to the economic welfare of
the community;
7. Will not involve uses, activities , processes , materials ,
equipment and conditions of operation that will be detri-
mental to any persons, property or the general welfare
by reason of excessive production of traffic, noise,
smoke, fumes , glare or odors;
8. Will have vehicular approaches to the property which
shall be so designed as not to create an interference
with traffic on surrounding public thoroughfares; and
9. Will not result in the destruction, loss or damage of
a natural , scenic or historic feature of major impor-
tance.

This application together with the Plan and the Narrative shall be
submitted to the Administrator on or before 5 :00 p.m. on the Monday
preceding the regularly scheduled Planning and Zoning Commission
meeting on the third Thursday of each month. Any application not
in the Administrator' s office by the above time will be scheduled
and consideredat the following month' s meeting.
The Administrator reserves the right to not officially accept this
application until total review is accomplished and all required
information is submitted. The date of the public hearing will be
established by the Planning and Zoning Commission upon their accep-
tance of a complete application.

NOTICE OF APPLICATION FOR SPECIAL PERMIT
Pursuant to an order of the Planning and Zoning Commission
of the City of Caldwell , Idaho , on __..July .�4 _, 1935__,
notice is hereby given : That Jacqueline Dooms has applied
for a special use permit to use the residence at 1808 Cleveland
Boulevard on Lots 4 , 5, 6 and the northwesterly half of Lot 7 ,
Block 18 of Washington Heights Addition, as a home for elderly
who do not require medical care.
This application will come up before the Planning and Zoning
Commission at the City Hall Council Chambers at 7: 30 P .M.
(M.S .T. ,M. D.m. ) on the _16th . . _ day of A.ugu t______._ 19.7.4_.-_.,
at which time any person may appear and make or file objections
to the granting of such Special Permit .
The said application is on file in the office of the City
Engineer of the City of Caldwell and is available to any inter-
ested persons .

Narrative:
A. Use: To establish a home for elderly people that
need housing and care such as room, board,
and laundry. This facility will not be med-
ically orientated either in the administration
of drugs or pyschiatric counciling. Occupants
are free to come and go as they please and are
on a month to month contract basis.
B. Use in relationships with:
1 . noise: Little or none; elderly people
seek peace and shun obnoxious sound
waves. This could be advantageous
to Cleveland Blvd.if people knew
this was a quiet requested zone.
They might not drag race reeve their
engines. Lawn maintainance machin-
ery only.
2. Glare: None. No electric signs.
3. Odor : None, less the current status of
the rose beds, lawn, and garbage
which are unweeded and not picked
up.
4. Vibrations: (Only good ones. Elderly
people tend to be optomistic. ) None,
no equipment viberations except
lawn maintanance.
C. General compatability with adjacent propperty:
Subject property has an interesting history
as it was the home of William Gigray, a prom-
inent attorney in Caldwell. The property
was immaculately maintained during his life-
time and that of his widow,, Mrs. Gigray.
The property was then sold to a home owner who
converted it to appartments on the second
level and occupied the main level. The
property was then sold to an investor who
rented all three apartments. This was the
time when this once very proud home started
to be badly abused and neglected. The last
tenants marred the walls with screwdrivers,
stuffed beer cans as far as they could up the
chiminey, kept animals indoors in an unsanitary
conditions, stained and burned top grade wool
carpeting beyond repair. Right now, the sub-
ject property is the disgrace of the neighbor-
hood. Owner occupants tend to keep property
in an upkept condition, properly maintained
against weathering, desease, and nusances.
While lower rent market housing tends to
lean toward the opposite with exceptions
of course.
C . General Compatability with Adjacent Property: cont 'd.
Both properties on either side of subject property are
owner occupied. Both-are well maintained and in -good
repair. This is true of most of the property in the
neighborhood, which is integrated with single family
residences , two, three , & four family dwellings . There
is currently one home for the elderly at the corner
of 19th St . and Dearborn St . , approximately one hundred
fifty feet (150 ft . ) away.
D . Relationship of the Proposed Use to the Comprehensive
Plan:
The plan projects a residential neighborhood. This
concept is becoming increasingly more difficult to
retain with population in ases that have evolved
since the town of Caldwell originally planned. Cleveland
Blvd. and Blaine St . are currently two of the busiest
streets in the State of Idaho in the terms of traffic .
Young families with small children tend to shy away
from the area because of the traffic and older couples
do not have the need for the above average size homes
that currently are in the immediate area. I see my
request for a special use permit as harmonious to the
projected use of the neighborhood as it is residential
in nature and it will be owner occupied.
