Minutes of December 2016 Airport Commission Meeting Motion was made and seconded to accept the December 2016 Minutes. Motion passed. 2. Shared Electrical — Phil Fouts Commission Chairman Phil Fouts asked Brent Orton, Public Works Director, to explain the Shared Electrical issues for Hangar Blocks 200 and 300. Brent said the following questions need to be answered: • What will it take to make the situation acceptable? • How can this be accomplished according to safety and code requirements? • Do hangar owners want the City to pursue an alternative to the current system? Nick Schoonover and Brady Kinney, of Idaho Power, were introduced and spoke regarding options and cost to bring in what is necessary for hangars to have individual meters. Terry Schreiner, of the City Building Safety Department, answered questions regarding requirements from the City's perspective. Brent stated that the City is willing to continue providing electrical service through the shared meter as currently done, but is also willing to pursue alternatives, if hangar owners are interested in pursuing these. Member Steve Kahn suggested that an estimate of cost needs to be acquired before presenting any change to shared electrical hangar owners. Member Greg Swanson suggested getting an opinion from the City attorneys as to what would be legally feasible going forward, and the City's authority in same. The Commission is requesting that the City continue to research this issue regarding options and cost, to present to the Commission at a later date. Members Phil Fouts, Greg Swanson and Rob Herndon volunteered to work with the City in this research. Nick and Brad of Idaho Power also stated they would be willing to work with the City as well to prepare possible options. Brent Orton stated that they would go forward with this research. Progress to be reported on at future Commission meetings. 3. Airport Improvement Program —Toby Epler/Rob Oates Toby stated they have received comments from the FAA regarding AlP 29, the runway design only project, and will be closing that portion of the project out, awaiting funding to become available. He stated that the City has other projects that are shovel ready to receive funds from FAA. 4. Lateral (Canal) Relocation Update — Brent Orton Brent reported that part of the canal is presently being moved on the other side of Linden, but not the portion behind Hubler terminal. The City will continue to work with the land owner towards that end. Current work will install a partial dry line in preparation for completion of a future agreement. Brent explained the future plans for direction/placement of the canal. He stated that in conjunction with the current work, pipe will be installed in front of Hubler Terminal in the existing canal, to maintain a proper flow of water. As a part of this process, starting Monday, February 6th, Linden will be closed between Aviation Way and KCID Road for about a week, and will then be opened with a rough foundation until asphalt plants are operating in the Spring. 5. Buildable Lots Update— Rob Oates Rob reported there is no new information on this front. 2 Feb 17 CIA Minutes final 2,3'2017 • 9. Announcements— Rob Oates • Snow policy— City's first priority is public safety. Most years this has not been an issue, so City resources have been available to move our snow here at the airport. BecELuse of the unprecedented weather this winter, response was slowed, with the necessity of providing the public safety required. As a result of this year's event, going forward Rob will be able to use contracted resources to supplement city resources in airport snow removal. • This week, Rob attended a safety seminar put on by AOPA in Coeur d'Alene, which was aimed mainly at pilots. Approximately one hundred pilots were in attendance. He stated that amidst several interesting and informative subjects discussed was the topic of appropriate radio calls and traffic pattern procedures at non-towered airports. • A Twitter account has been added to Caldwell Airport's social media, along with our Facebook account, as another way to communicate as an airport community.
