Call to Order –Chairperson Doty-Pomoransky called the meeting to order for the public hearing at 7:03 p.m. II. Roll Call – Members Present: Ed Doty-Pomoransky, Dana Vance, Kenneth Scholz and Roger Page. Members Absent: Jeremy Feucht. Staff Present: Jarom Wagoner (Senior Planner); April Cabello (Planning Technician). Staff Absent: Robb MacDonald (Assistant City Engineer); Brian Billingsley (Planning and Zoning Director). Review of Proceedings – Chairperson Doty-Pomoransky announced the procedures for the public hearing. III. Old Business A. Approve minutes of August 12, 2014 regular meeting. MOTION: Commissioner Vance SECOND: Commissioner Scholz Passed: Unanimous roll call vote. IV. New Business A. Request by Mark Hilty, City Attorney to review the proposed 2014 Amendments to the Caldwell Urban Renewal Plan for compliance with the Comprehensive Plan. Testimony: 1) Mark Hilty, City Attorney, 1303 12th Avenue Road, Nampa, City Attorney, presented the staff report and Comprehensive Plan analysis regarding the request. MOTION TO CLOSE TESTIMONY: Commissioner Vance SECOND: Commissioner Page Passed: Unanimous voice vote. Comprehensive Plan Analysis - MOTION: Commissioner Vance SECOND: Commissioner Page Passed: Unanimous roll call vote. Recommendation for proposed 2014 amendments to the Caldwell Urban Renewal Plan for compliance with the Comprehensive Plan – MOTION: Commissioner Vance SECOND: Commissioner Page. Recommendation for Approval with conditions: 5.1 – 6.1 as written. 2 P&Z Minutes 10/14/2014 V. Planning Issues – A. The next regularly scheduled Planning and Zoning Commission hearing is December 9, 2014. VI.
