Meeting Minutes
July 12, 2016
Present: Carol Mitchell, Kaitlin Vasil, Ron Bonneau, Ken Wien, Josh Williamson, Marisa
Erickson, Denise Milburn, Steve Jenkins, Jarom Wagoner, Dawna Laird, Debbie Geyer, and
Angie Point.
Meeting called to order at 10:02 am. Today's meeting was originally scheduled for June
28tH Key members were out of town, which made it necessary to reschedule for today.
Marisa motioned and Ron seconded to accept the minutes from the 2/23/2016 Youth Master
Plan meeting. Motion passed.
Special Presentation: How Brains are Built--video from Albertafamilywellness.org (link is:
https://www.youtube.com/watch?v=XQK2oCy6J-o). Kansas City has followed what
Washington State has done in these areas. Results they see: reduction in crime, reduction
in need for school counseling, and much more. Ages 0-5 are critical years for brain
development. Many of today's parents didn't have healthy relationship models, so now need
to be taught good parenting skills. During our next meeting in August, Fiona May from the
Caldwell Public Library will be giving an overview of what Caldwell is already doing through
the Library programs to help kids succeed. Child development programs are seeing a need
to focus on building the brain.
Grant Potential: Ken is looking into some grants that could benefit Let's Move, Bike and
Pathways Committee, and possibly the Youth Forum
There are 2 grants that show potential to apply to our programs:
1. Blue Cross grant: high consideration is given to programs that collaborate with other
local organizations to build programs. Carol said that this grant provided Nampa with
a van to provide transportation for north side folks to other grocery stores, and for
their travelling playground, as well as avenues to promote healthy eating within the
schools. Ken, Josh, Marisa, Denise, and Carol will get together with Ken to try and
identify programs within the YMPC collaboration for this grant. Pre-submittal
application date is due July 22; actual program application is due September 1.
2. Union Pacific grant — Funding is for programs (not admin). So Ron will get with Ken
about some possible avenues for the Youth Forum with this grant.
Committee Reports:
1. Health &Wellness Outreach Committee — Dawna Laird
Fourteen people came through for health screenings at the Treasure Valley Resource Fair
in April; there is a need to come up with new ways to get the information about the
screenings and the health fair out to the public.
Debbie again talked about some ofthe information that she brought back from her Kansas
City visit—suggested the Committee might think about requirements for Caldwell to become
a "Resilient City".
• On the medical side, programs address youth medical needs, counseling needs, etc.
There may be a lot we are already doing.
• Need lots of partners to make it work.
• One of the things Kansas City did is put together bags for newborns and new parents as
part of what they take home from the hospital. Is this something West Valley would be
willing to jump into?
• We could also target the WIC program participants for parent education: teaching
parents how to parent; reading to kids from birth; helping kids master reading, etc.
• Ideas: Summer Health Fair for kids, bike rodeo (participants get a bike helmet), summer
safety, all with prizes for participation levels.
2. Caldwell Youth Forum Subcommittee – Ron Bonneau
Last 2 meetings at CHS and VHS trying to get more input from students. Input from
students "if there was something you could change . . ." came down to the need for a
change in school culture. Providing the right messaging –bystander principles, making
healthy choices—bottom line is"accept me for me". Acceptance is a big issue..
• How can we empower and help them change that.
• We are getting clubs involved with the hope that there is better follow-up after the
Forum.
• College of Idaho's "It's On Us" video is the starting point for making a Public Service
Announcement video featuring the students at the Forum to send a message to the
students back on their home campuses.
• Once the video is complete, it will go to each school to be shown there.
• Kaitlin Vasil (AAFV) has agreed to be AAFV's point of contact on the Youth Forum
Subcommittee to add input in how to address school culture.
3. Let's Move! Caldwell Subcommittee – Marisa Erickson
• Gold.medal in Goals 1 and 2 (hanging signs). Working on press releases. Marisa will
bring certificates to frame.
• Denise and Marisa have meeting with St Als to talk about walking program through
downtown Caldwell.
• Ran across a cool program: "We Play Unplugged". Want to think about ways to
implement something like this. Example: Hospital and/or Chamber sponsors the
program. Kids start by picking up a lanyard and "rules"for the,game as well as where
they can go to earn badges for their lanyard. They have to do something specific—
not'freebies'. Gets kids away from screens.
• Family Fun Day in April was a big success.
o Canyon County Bike Project gave away 40 bikes to kids
o 50 kids registered for the fishing derby and prizes
o The Caldwell Rotary Club wants to continue to partner with us next year.
o For next year, we will need more activities in the park on this day, and see if
we can find bike helmets to go with the bikes.

4. Caldwell Saves 1st -- Carol Mitchell and Debbie Geyer
Welcome Carol Mitchell, Deputy Treasurer for Caldwell. Brings wealth of information and
background.
Caldwell Saves 1st Pilot program initiated by Holly Cook in 2015. Fairly successful. Target
was 25 participants; 17 finished. The Pilot Program was in partnership with IDeal of
Idaho (529 college saving program). Since then, lots of intensive activity was needed to
keep it going, and this was not feasible. So we downscaled and simplified to bring it
down to a more manageable level. Funds are now managed through a local bank that
will do the 529 account investments.
• New kick off is in October (will become an annual event in Oct)
• 1St through 5th grade with target audience of 1st graders. School District will help
identify families.
• BankOn will provide 4 weeks of training with families not able to get traditional
bank account.
• The bank will help them with getting their money into their accounts and managing
investments.
• Initial $20 investment per child has been provided by local donations.
• Kids get bonus funding for community service hours through 5th grade (certain
number of community services hours per year of grade level).
o We are now in need of agencies to sign up as able to use volunteers.
o Bonus is also given for good grades.
o In Grade 5, they get a graduation bonus.
• Parents have to show that they are making 2 investments in the program each
year (any amount).
• City will not be tracking accounts—they are private accounts.
• Will be meeting with new superintendent of schools to fine tune details on who
needs the classes.
• Substantial donations are in place for start up costs, and 3-year sponsorships are
also available.
Jarom Wagoner on the Dog Park: Fencing funding is approved; fences will go up in the Fall.
The paths have been cut, soccer post taken down. Brian Billingsly is the contact for all of
this.
Ken and Brian are also working on a large map of Whittenberg Park showing trails,
walking/bike paths, and where the Dog Park will be. When complete, the map will be
available to view in the foyer of City Hall. CDBG consultants are pumped about completing
the pathways and will help with funding.
Jarom motioned, and Josh seconded the motion to adjourn. Meeting was adjourned at 11:
13 am. The next meeting will be Tuesday August 23rd at 10am in the CPD Community Room.
