HomeMy WebLinkAboutURA RES 2011-02RESOLUTION NO. 2011 - RESOLUTION AUTHORIZING THE CALDWELL EAST URBAN RENEWAL AGENCY TO APPROVE THE AGREEMENT WITH NORMAN'S JEWELRY TO UPGRADE THE COMMERCIAL SITE IN CONJUNCTION WITH THE STREETSCAPE IMPROVEMENT PROGRAM FOR DOWNTOWN CALDWELL. WHEREAS the City Center is envisioned to be the community heart of Caldwell, supporting the community's desire for a place for civic, cultural, and economic activity and investments to the Downtown will draw the regional community; AND WHEREAS the Downtown Core Steering Committee established goals and policies to facilitate growth in by 1) Creating a City Center for "live, work, play, and shop"; 2) Creating a City Center that is in the heart of the City; 3) Creating a City Center that is attractive, accessible safe, and a regional magnet for residential and commercial investment; 4) Preserving the historic and architectural heritage of City Center; 5) Balancing the needs for parking and vehicular circulation with the development of a pedestrian -friendly City Center environment; and 6) Finishing the restoration of Indian Creek; AND WHEREAS the Urban Renewal Agency has invested in Downtown projects such as the restoration of the Caldwell Train Depot, and rehabilitation of Indian Creek and construction of the Catalyst Project (TVCC Campus facility) to enhance economic development and the appearance of the Downtown; AND WHEREAS the East Urban Renewal Agency has set goals to continue revitalization of the downtown by working with the local property owners through the Streetscape Improvement Program; AND WHEREAS the Urban Renewal Agency has established a subsidized program to assist local downtown businesses for streetscape improvements and desires to establish a more comprehensive incentive program as discussed specifically in the Downtown Core Steering Committee Meetings in 2009 and thereby partner with local commercial business owners to invest in property improvements such as building exterior improvements/streetscape amenities to include facade alterations, landscape materials, sidewalk benches, sidewalk/curb/gutter upgrades, brick pavers, and irrigation; AND WHEREAS the facility at 213 Kimball owned by Norman's Jewelry is the fust Downtown business to invest in streetscape improvements through the Caldwell Local Improvement District in the amount of $4,426.75 hr the year 1999 dealing with landscaping and sidewalks in anticipation of partnering with the Urban Renewal Agency for future improvements; AND WHEREAS the East Urban Renewal Agency owns the adjoining building located at 215 and 217 South Kimball and desires to set an example to aesthetically improve the entire existing facilities by upgrading the exterior of the building by use of new facade design, signage and paint in the approximate amount of $32,000; BE IT HEREBY RESOLVED that the Chairman and Members of the Caldwell East Urban Renewal Agency approve this partnership agreement with Norman's Jewelry for facade upgrades; BE IT FURTHER RESOLVED that Members of the Caldwell East Urban Renewal Agency authorize the Chairman to sign such documents as approved and made a part hereof as set forth in full.
