BY THE BOARD OF COMMISSIONERS OF THE URBAN RENEWAL
AGENCY OF THE CITY OF CALDWELL, IDAHO:
A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE
URBAN RENEWAL AGENCY OF THE CITY OF CALDWELL,
IDAHO, SPECIFYING A JOINT PROPERTY PURCHASE
TRANSACTION WITH CANYON COUNTY; SPECIFYING THE
ESTIMATED COST; AUTHORIZING THE CHAIRMAN TO SIGN
SAID AGREEMENT; PROVIDING FOR AN EFFECTIVE DATE OF
THIS RESOLUTION; AND PROVIDING FOR OTHER MATTERS
PROPERLY RELATING THERETO.
URBAN RENEWAL AGENCY OF THE CITY OF CALDWELL, IDAHO
CANYON COUNTY CRIME LAB PROPERTY ACQUISITION
WHEREAS, the Urban Renewal Agency of the City of Caldwell, Idaho, (herein
referred to as the "Agency"), an independent public body corporate and politic, is an
urban renewal agency created by and existing under the authority of and pursuant to the
Idaho Urban Renewal Law of 1965, being Title 50, Chapter 20, Idaho Code as amended
and supplemented, and possessing revenue allocation financing powers under Title 50,
Chapter 29, Idaho Code, as amended and supplemented (collectively, the "Law"); and
WHEREAS, the Agency is authorized to conduct proceedings and enter into
contracts pursuant to the terms and provisions of the Law, for the put -pose of financing
the undertaking of any urban renewal project under the Law; and
WHEREAS, the City Council of the City of Caldwell, Idaho, (the "City"), after
notice duly published, conducted a public hearing on December 21, 1998, on the Urban
Renewal Plan for the Caldwell East Urban Renewal Project (the "Urban Renewal Plan");
and
WHEREAS, following said public hearing, the City Council adopted its
Ordinance No. 2260 on December 21, 1998, approving the Urban Renewal Plan as
amended, and making certain findings; and
WHEREAS, following, appropriate public hearings and notices thereof, the City
Council amended the Urban Renewal Plan on September 29, 2003 by Ordinance No.
2480 and again on November 21, 2005 by Ordinance No. 2575.
WHEREAS, the Agency now desires to participate in property acquisition
associated with the new Canyon County Crime Lab (the "Project"); and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
COMMISSIONERS OF THE URBAN RENEWAL AGENCY OF THE CITY OF
CALDWELL, IDAHO, as follows:
SECTION 1. That the letter from Canyon County Chief Civil Deputy dated April 11,
2007 to Kathy Clelland expressing County's intent to purchase her property located at
1002 E. Belmont Street and outlining contributions from CEURA in the amounts of
$29,100.00 and $2,730.00 be admitted as Exhibit "A" attached hereto and made a part
hereof, be in full force effective the 25th day of April, 2007. Provided that County
purchases said property from Ms. Clelland on or before April 30, 2007.
SECTION 2. That any motion, resolution or provision thereof, which is inconsistent with
this Resolution, is hereby repealed.
PASSED BY THE BOARD OF COMMISSIONERS of the Urban Renewal Agency of
the City of Caldwell Idaho this 25`h day of April 2007.

Yesterday, I met withyou, yom-realtor, Kristine Lane, Steve Rule and R1 Jay Waite to discuss
Canyon County's desire to purchase your property located at 1002B. Belmont Street, Caldwell, Idaho.
Ju our discussion, we talked about the terms under which you wanted to sell the property. The County is
willing to enter into a standard earnest money/offer to purchase your property with the following terms
and conditions:
1, purchase price is $91,000.00 cash at closing.
2. County will pay or assume responsibility to pay the Caldwell Lateral r rigation T 1D in the
amount of $1792.17. County willalso pay this year's operation slid maintenance assessment of
$87.50.
3. once you vucate the properly, County will permit, for 90 days, a portable sign that conforms
to Caldwell City's requirements, toremuim an the property advising public clients of your new
place of business.
4. Seller can remain on tale premises for up to 30 days after closing.
5. County will pay all of the usual and customary closing costs.
6. BI Jay Wuite will request the Caldwell Urban Renewal to provide $29,100.00 in uxbaA
renewal fonds to Seller as relocation costs and to pay Kristine Lano's Realtor's fee of 3711 of
$91,000.00 (property's faJr market value) or 52,730.00. This offer is contingent upon their
agreement to provide these funds.
7. County will provide guidance in obtaining zoning compliance and a moving penin to move a
storago structure on the rear of the property to Seller's private residence in Saud Hollow.
As ihna is of the essence due to your request to close this sale quickly, we Ask that you let Lis
know if you are willing to accept these totnrs. If you agree to these tents, please have your Realtor
provide me with an earnest. money agreement which contains these tetras.
