Minutes of September 2016 Airport Commission Meeting Motion was made and seconded to accept the September 2016 Minutes. Motion passed. 2. Airport Improvement Program—David Meyer David Meyer of JUB reported that the AIP 28 project has been completed, at an under budget total cost of $1.42 million. The portion paid by FAA was $1.28 million, State portion was just over$44, 600, and the City's portion was just over$92,100. The cost for asphalt was lower than originally projected, resulting in significant cost savings on the project. The unspent portion of the grant ($36,934.19) will go back to the FAA and will be placed in the FAA's discretionary fund for future disbursement. David also reported that the plans for the AIP 29— Runway Rehabilitation Project should be completed within the next 3 weeks. Thus AIP 29 will be ready to go should discretionary funds come available in 2017. This project is currently scheduled for 2018. 3. Lateral (Canal) Relocation Update— Brent Orton Brent Orton reported that lateral relocation plans were recently reviewed & commented on by Pioneer, and discussion occurred regarding the size of pipes required. Brent explained to the Commission members that if too large a pipe is used, sediment can collect. Once the pipe size has been decided, then the pipe will need to be bid out and awarded. He stated that there was also a recent meeting with landowners regarding easement, and that it went well. z A � " . o 2 c , t 1 y ,j of z.... 4. Buildable Lots Update— Rob Oates Rob Oates reported there is nothing new on this front. He did say that there are currently approximately 40 lots available for building new hangars. 5. Area Development—Steve Fultz Steve Fultz, Director of Caldwell Economic Development, reported on new and emerging development that is occurring in the proximity of the airport. He gave figures of some of the potential new employment opportunities that are being added to the area, as well as an enhanced tax base, as a result of this new development. Steve also reported on several areas where interest has been expressed for possible future building. In answer to various questions from Commission members, Steve explained how the close proximity of the airport aids in attracting new development, as well as how the Foreign Trade Zone, which is a duty deferral zone, benefits manufacturers. 6. Announcements— Rob Oates • FAA Pilot Safety meeting, held September 22nd, had approximately 50 participants. There were varied speakers, question and answer time, good participation, and sharing occurred for better mutual understanding within the airport community. • The requested terminal area forecast will be available online the 20th of this month. A link will be posted on the airport webpage when it goes live. • The report for the Wildlife Hazard Assessment is currently at the Helena district Office for review, and should be approved soon. • The last week of this month Rob Oates, Brent Orton and Toby Epler will be attending the Montana Airport Management Association (MAMA) meeting in Helena. While there, they will also be meeting with FAA Engineer Gary Gates. • The airport is currently experiencing failures in the underground lighting system for the taxiway lighting. One problem has been resolved, but more work is likely to be needed. These issues will be discussed with Gary Gates at next month's meeting. The current system was originally installed around 1978-1979. The meeting was adjourned at 1:15 pm. Next Airport Commission Meeting: December 18% 2016—Noon ( o meeting in November)
