I. Call to order. Acting Vice Chairperson Lyons called the meeting to order at
approximately 6:30 p.m.
II. Roll Call
Members Present., Randy Lyons, Jacob King and Don Burwell.
Members Absent. Megan Dixon, Steve Maughan and Nicole Bradshaw.
Others Present. Brian Billingsley, Planning & Zoning Director; Jarom Wagoner,
Senior Planner; April Cabello, Planning Technician; and Rob Hopper, City Council
Liaison.
Others Absent. None.
III. Approval of Minutes. Acting Vice Chairperson Lyons stated that due to a lack of
quorum the Minutes of May 11`h will be continued to the next Historic Preservation
meeting.
IV. Certificate of Appropriateness Interviews. None.
V. Audience Participation. Brian Billingsley explained to the commission that Pete
L'Orange of SHPO had come to the Planning & Zoning office and met with staff and
Pete offered to come to the next Historic Preservation Meeting to help provide a little
bit of training. Pete L'Orange introduced himself stating that he is the Historic
Preservation Planner and Certified Local Government Coordinator with the Idaho
State Historic Preservation Office, a subunit of the Idaho State Historical Society and
their job is to manage Historic Preservation at the State Level for Idaho. Pete further
shared that he had met with Brian and April a couple of weeks ago in relation to the
City of Caldwell's CLG evaluation, which has been completed. One of the things that
came up during the discussion was that it might be useful for the Commission to
receive a little technical training on running Commission meetings, making sure they
are meeting all the requirements of the Open Meetings Law.

After this portion of the presentation, Pete reviewed the (Proposed) New Grant
Distribution and Cycle for the Certified Local Government Program.
VI. Actions Since Last Meeting.
April Cabello shared with the commission that the following Certificates of
Appropriateness were issued since the last meeting and also noted a correction
to the agenda for Case Number CA-16-04 that the address should be 1410
Cleveland and not 140 Cleveland.
Case Number CA-16-03. Applicant: John Hogg and Hogg Family Trust, 1918
Cleveland Blvd., Certificate of Appropriateness issued for re-roof of the garage
and house with architectural style shingles. Staff Level Approval because this
met the current Historic Preservation Code for approval by staff.
Case Number CA-16-04. Applicant: Juan and Melinda Garcia a request for
Certificate of Appropriateness approval to replace all but one window. Staff has
found the windows are not original to the house and due to their son's health
issues and financial hardship, wood windows are not an option. The subject
property is located at 1410 Cleveland Blvd., Caldwell, ID 83605. Staff Level
Approval because this met the current Historic Preservation Code for
approval by staff.
VII. Old Business.
A. Walking Tour and Newsletter.
Brian Billingsley discussed the possibility of organizing walking tours for the
College of Idaho Campus and the Steunenberg Historic District this fall with a
target date of Homecoming weekend; a Friday afternoon walking tour of the
College Campus where Alumni could attend and then a Saturday morning
walking tour of the Steunenberg District. Brian shared that he spoke with
Chuck Randolph and that he would be willing to conduct both walking tours.
Brian further explained that he needs to coordinate with the College and Jan
Boles. Brian confirmed the date of the Homecoming is October 7th and 8th and
that the College of Idaho Walking Tour would be scheduled in the afternoon
on October 7th, and then the morning of October 8th they will have the
Steunenberg Walking Tour. Brian stated that he will need to confirm that Jan
Boles and Steve Maughan would be available on those dates for the tours.
Brian further stated that once they have all the details finalized, he will update
the Newsletter and will make sure all the details for the walking tours are in
the Newsletter. Brain felt the target date to mail the news letter would be mid
September. Brian stated that his budget will cover the cost of printing and
mailing, however any promotions that the College can do for the Campus
Tour would be great.
