CALDWELL IMPACT FEE ADVISORY COMMITTEE
Monday June 27th, 2016

Approval of Minutes—Meeting minutes from the Wednesday, May 25th, 2016 approved. Jim
Porter made the motion to approve the meeting minute,Jeremy Feucht 2nd. All in favor, motion
passed

Police Chief Frank Wyant—Beniton Construction Quote
Purpose:To perform a review of the proposed Capital Improvement Plans (CIP)for the next 10
years (2016-2026)for Police, Fire and Parks, review proposed inflationary fee increases and
discuss presentation to Council at workshop scheduled on Tuesday,July 5th, 2016
Discussion:
• Caldwell Police Chief Frank Wyant, discussed the Police CIP and identified the need for
expansion of Evidence room to be to meet certain required standards for evidence storage.
He provided a quote from Beniton Construction for review and consideration. Beniton's
quote was for remodel of the purchase of an existing building with more space (23,000
square feet).
• Chief Wyant also responded to Rob Pilote's question from the 05/25/16 when he asked
about the number of police officers Caldwell had in 2007 compared to now. 64 officers in
2007, 60 officers currently.
• Rob Piloted inquired about the remodel qualified for use of Impact Fees and May Waited
indentified that purchased of an existing building and remodel of the inside to provide a
locked and secured area did meet the qualifications. May Waite also identified that the
growth of retaining evidence from crimes is directly related to population growth.
• Caldwell Fire Chief Mark Wendelsdorf, discussed the Fire CIP and identified the need to
build station #3 and begin the planning for station #4, based upon the population growth.
He reviewed that their current response time to anything on the East side of the freeway
was 12-15 minutes. Building station #3 near 20/26 & Middleton would improve the
response time for that side of town. Caldwell's current growth and population supports
that need, based upon a fire station for every 20,000 in population.
• Rob Piloted asked what has the Fire department spent impact fees on over the last 10
years. Chief Wendelsdorf and ElJay Waite both responded that some of the funds were
used to add Towers by the firing range and to purchase portable fire training equipment
• Rob Pilote also asked about the donated land perhaps skewing the cost per acre
calculation. Brent Orton responded that any donation of land or partnerships that
provided cost savings towards the per unit cost could/would be used for amenities since
Park Impact fees are a 50/50 cost share.
• Rob Piloted asked if the proposed inflationary fees would price Caldwell out of the market
for builders to build within the City. Brent Orton said he would put together a spreadsheet
comparing Caldwell's fees and proposed fee increases to surrounding communities.
• May wrapped up the meeting stating he wanted each committee member to work with
each Impact Fee representative to prepare a presentation to Council. Jeremy Feucht
stated he would work with the Police Chief on the Police Impact Fee presentation and Robb.
and Brian on the Parks Impact Fee presentation.
• Tuesday,July 5th @ 6:00pm will be the Council Workshop for the Impact Fee presentation
