Caldwell Traffic Commission (TC) Minutes cc

1. Request for protective barriers—Damon Finch
Damon Finch owns an Automotive Repair business at 50 E. Frontage Rd. He opened in December of
2010. Since then he has had one full sized truck and two semi trucks run off the freeway and into his
business. Damon would like the City to install some kind of barriers or guards to keep everyone safe.
The area Mr. Finch is referring to is ITD R-O-W. A motion was made and the TC agreed
unanimously to forward this information to ITD and provide Mr. Finch with contact information for
ITD.
Action: Tammy will forward this information to ITD and provide Mr. Finch with contact
information for ITD.
2. Request for Speed limit changes on Santa Ana Ave.—Officer Jensen via Chief Wyant
Chief Wyant received the above request from Officer Jensen citing the following reasons
• Various speed limits posted
• Increased complaints about speeding
• New construction increasing traffic flow
In keeping with City policy, a motion was made and the TC agreed unanimously to request
Engineering to conduct a speed study on Santa Anna and then post the speed limit in accordance to
the 85th percentile determined by the speed study.
Action: Robb will request a speed study on Santa Anna. Once speed study results are verified the
Engineering department will coordinate with the Street department to post the determined speed.
3. Request marked crosswalk on Illinois at Taft—Tony Snider SRO
Sacajawea School has a variety of crosswalks with signs, vest, and crossing guards in the PM.
Recently, a bus driver from Brown Bus Company (Heritage Charter) complained to the crossing
guard that she was crossing the students and there is not a marked crosswalk there across Illinois at
Taft. TC reviewed the area and there is no sidewalk to cross to on Illinois at Taft. Crossing at that
intersection leaves children walking in the roadway. There cannot be a crosswalk without having a
sidewalk to cross to.June meeting
Traffic Commission revisited the question of crossing children on Illinois at Taft where there is no
crosswalk. After a more in depth look at the request the Traffic Commission came back with a more
detailed determination.
That determination is; It is legal to cross at an unmarked intersection. Therefore having a crossing
guard cross the children at Taft is legal. It is the recommendation of the Traffic Commission that the
School continue as they have been.
The City cannot put a crosswalk at a location where there is no sidewalk to cross to. If and when the
City is able to build sidewalk along Illinois they will put a crosswalk in at Taft.
Action: Tammy will send correspondence to SRO Tony and to the School.

4. Seeking Information regarding designating parking spaces with in a subdivision—Debbie
Hobbs
Ms. Hobbs is exploring the option of adding designated parking spots in a subdivision. The HOA is
looking for ways to alleviate some safety concerns caused by so much parking on the streets in front
of homes at night and on week-ends.
A subdivision CCR's allow the HOA to police excessive parking issues through fines,reminders or
other stated measures. However, Public ROW is not to be restricted, especially in subdivisions,with
the exception of special circumstances, i.e. handicap parking, fire lanes, loading zones etc.
A motion was made and the TC agreed unanimously to send correspondence back to Ms. Hobbs
explaining that Public ROW is to remain open to Public parking. The TC also wanted to encourage
the HOA to try and alleviate the parking problem by sending out friendly reminder letters to all
property owners and occupants encouraging them to be respectful of their neighbors parking needs
as well as their own.
Action: Tammy corresponded with Ms. Hobbs and shared the TC determination and suggestions.
5. Night light parade route—Brent Orton
Brent discussed safety concerns and possible solutions along the Night Light Parade route. The
mutual feeling is that there is a need for better interaction between pedestrians and vehicles. The
most agreed to suggestion that came up was to not allow parking between 10th Street and the Fire
station during the night of the parade.
6. Major Traffic Control Changes—Brent Orton
Recently traffic control changes were made to a major intersection.
Resource/Weather Pending Business: -
1. School Crossing and Speed study on 10th
2. Homedale and Indiana Avenue intersection—Roundabout/re-design.
(CHD4 will design and implement)
3. Evaluate adding bike lanes on Florida Avenue between Ustick Rd and Cleveland Blvd.
4. Way finding signs for the plaza-Brian Billingsly
"Destination Caldwell" is asking the TC if way finding signs can be installed for the new plaza. See
TC notes from August 2015.
5. Cross Walk on Blaine in front of Simplot Stadium needs enhancement. —Chris Allgood 11-2015
6. Include and prioritize the remaining 3 corners at Kimball &Main in the anticipated Streetscape LID
when it opens. The next Streetscape LID is expected to open in 2017. 6-9-2016
7. Brent/Robb to send supporting correspondence to Amanda Lamott at ITD regarding the need for a
traffic signal at Farmway and Simplot Blvd.
