Chairman Phil Fouts called the meeting to order at 12:01 pm.
1. Minutes of May 2016 Airport Commission Meeting
Since a quorum was not present, approval of May 2016 Minutes will be postponed until
the August 2016 meeting.
2. Airport Improvement Program —Toby Epler
Toby Epler reported that the electrical project portion of AIP28 is now complete. The
apron rehab portion of AIP28 (hot ramp) starts June 13th. This will be done in two
phases, starting with the west third followed by the other two-thirds. The 1st phase will
take 16 days, and the second phase approximately 24 days, starting July 5th and
running until the end of July or the first of August. Toby said the contractor is,ready to
go.
Toby stated that the fuel island will be available throughout both phases. Large aircraft
will need to be directed to the north-side ramp, especially during this project.
NOTAMS will be posted and bulletins sent out to the airport community to facilitate
smooth and safe operations during this project.
Toby also reported that the design of the runway rehab, AIP29, has begun. Surveyors
will be out next Thursday or Friday, followed by a possible night-time closure for the
purpose of boring samples. Notice will be sent out when time and date has been set.
3. Taxiway C/Vehicular Road Question— Rob Oates
In response to a question posed at last month's meeting, Rob reported on the request
to extend Taxiway C in the Gate 5/Dauntless/Dishman area. After researching this with
Toby Epler, it was ascertained that the existing buildings would be in the required safety
area for a taxiway extension. However, Rob indicated that a wheeled-vehicle drive may
be a possibility, perhaps using asphalt shavings from the hot ramp rehab. This will be
presented to Public Works Director, Brent Orton for consideration.

4. Canal Relocation Update— Brent Orton
Brent Orton was not in attendance, and Rob Oates had no new information on this item.
5. Wall of Fame Committee Report
No one from the Wall of Fame committee was available to report at this time.
6. Buildable Lots Update— Rob Oates
Several changes of hangar ownership, with the corresponding new leases, have
occurred recently. However, no new hangars are currently being built. Rob Oates did
report that a builder is considering a new duplex at a future date.
Rob mentioned a visit he received from a vendor of shade covers. Rob thought these
might be considered for private purchase, potentially using a row of our tie-down area.
There was further discussion that possibly the space could be leased, and the
individual would own the cover. This possibility would need to be researched and some
policy changes may be needed.
7. Announcements— Rob Oates
'• A powered-parachute user contacted Rob recently about possibly flying out of
this airport. Rob stated that in the eyes of the FAA this is an appropriate use,
with the user expected to follow typical guidelines and traffic patterns as ultra-
lights. He recommended airport users keep an eye out for such use, as this
could begin occurring here at Caldwell Airport.
• NOAA Weather recently contacted Rob about obtaining a Terminal Area
Forecast here at Caldwell Airport. They suggested Rob send a formal request of
same to them for approval. This would be offered by the Weather Service at no
charge. They hope to use the cameras currently installed on the Hubler
communications tower for verification of current weather. Further information will
be forthcoming, should this come to fruition.
• During the upcoming ramp rehab project, anyone here at Caldwell Airport having
anything to do with high performance aircraft flying into Caldwell, please direct
them to the Hubler apron, and please give a call to the Airport office, so they will
be expected.
• Chris Allgood has been appointed as the City Council liaison to the Caldwell
Airport Commission, and his first Airport Commission meeting will be in August.
