HomeMy WebLinkAbout2016-06-06 Traffic Commission Minutes Caldwell Traffic Commission (TC) Minutes June 6th 2016 10:15 a.m. Present: Brent Orton, Gordon Reed, Robb MacDonald, Henry Busse, and Chief Wendelsdorf, Chief Wyant, Jarom Wagoner Secretary: Tamera Frans *MUTCD (Manual on Uniform Traffic Control Devices) *ROW(Right-of-Way) *TC (Traffic Commission) Old Business -None New Business - 1. Request left turn signal at Blaine & 10th and at Chicago and 10th—Henry Busse Henry would like to have flashing yellow left turn arrows added at the above locations. Currently the signals are timed in such a way that if the flashing yellow arrow does not sense a car in the turn lane it will switch to a solid red arrow. If a car enters the turn lane after the light has changed to red it must sit there through the entire cycle of the intersection before it can go, even if there is no other traffic at the intersection. Mr.Busse's suggestion would increase the time available to drivers wanting to make a left turn. Other members of the TC have had the same experience at these two locations. Brent Orton suggested it might be a timing sensor in the signal that could be adjusted. The light at 10th and Cleveland is in ITD's jurisdiction and the light at 10th and Chicago is in the City's jurisdiction. A motion was made and the TC agreed unanimously to contact Jeff Crider at ITD regarding the light at 10th and Cleveland and to have City personnel work on the light at 10th and Chicago. Action: Gordon will request City Personnel to address the light at 10th& Chicago and Tammy Frans will contact Jeff Crider regarding the light at 10th&Blaine. Action 2: While discussing the request above Brent Orton requested the minutes reflect a task of contacting Engineer, Mike Shine, at ITD Dist. 3 to see if the plan to change the stripping on 10th Avenue was still ongoing and if so when is that project expected to happen. 2. Request red curbs at Stop signs at Kimball & Main—Henry Busse When large vehicles park in the parking spaces closest tothe Stop signs at the above intersection it can block an approching driver's view of the Stop sign. If the driver is not already aware that this is a 4-Way Stop they may drive through it unknowingly. One of the corners was recently rebuilt using the Streetscape LID. The Streetscape design includes the addition of a Bulb-out. The Bulb-out places the Stop Signs past parked vehicles and into the line of site for drivers. A new LID of the same kind is anticipated to open in 2017. A motion was made and the TC agreed unanimously to make this-intersection,a priority when the new LID opens. • - Action: The item has been added to "Resource/ Weather Pending Business:" section at the end of this document. 3. Request marked crosswalk on Illinois at Taft-Tony Snider SRO Sacajawea School has a variety of crosswalks with signs, vest, and crossing guards in the PM. Recently, a bus driver from Brown Bus Company (Heritage Charter) complained to the crossing guard that she was crossing the students and there is not a marked crosswalk there across Illinois at Taft. Tony would like to know what the legal guidelines are for crossing without a marked crosswalk. Crossing at that intersection leaves children walking in the roadway. There cannot be a crosswalk without having a sidewalk to cross to. A motion was made and the TC agreed unanimously to communicate with SRO Tony Snider as well as the school and notify them that crossing must occur at Rimview and Illinois where there is an established crosswalk. Action: Tammy will send correspondence to SRO Tony and to the School. 4. Request for a traffic signal at Simplot Blvd. & Farmway Rd.-land owners/Robb/Kurt Weitz Robb MacDonald discussed a request for a traffic signal at the intersection of Simplot and Farmway by surrounding land owners. With the number of businesses growing at that location it has become an extremely busy intersection at various times of the day. Kurt Weitz has been in touch with ITD and believes input to ITD from the City would be beneficial in getting ITD to install a signal at that intersection. A motion was made and the TC agreed unanimously to send supporting correspondence to Amanda Lamott at ITD. Action: Brent/Robb will send supporting correspondence to Amanda Lamott at ITD. Tammy will send correspondence to Kurt Weitz informing him of the TC's recommendation. 5. Development presently underway will provide sidewalk across from where Ms. Winegar has • ' tequested. Chief Wendelsdorf commented that because Ustick is so busy, and getting busier,that it would also be good for the school to provide crossing guards at this location. Chief Wendelsdorf stated that the fire trucks at Fire Station 2 on Ustick already have trouble with traffic not stopping when they are responding to calls. Other members agreed and added that in addition to having crossing guards that in-school training would be beneficial for the students who cross there. Action: Brent will include a HAWK signal in his budget for 2017. Tammy will send correspondence to Mrs. Winegar and inform her of the plans in place to accommodate walking students. Resource/Weather Pending Business: - 1. School Crossing and Speed study on 10th 2. Homedale and Indiana Avenue intersection—Roundabout/re-design. (CHD4 will design and implement) 3. Evaluate adding bike lanes on Florida Avenue between Ustick Rd and Cleveland Blvd. 4. Way finding signs for the plaza-Brian Billingsly "Destination Caldwell"is asking the TC if way finding signs can be installed for the new plaza. See TC notes from August 2015. 5. Cross Walk on Blaine in front of Simplot Stadium needs enhancement. —Chris Allgood 11-2015 6. Include and prioritize the remaining 3 corners at Kimball &Main in the anticipated Streetscape LID when it opens. The next Streetscape LID is expected to open in 2017. 6-9-2016
