Airport Commission
November 3, 1976

1.11N The Meeting was called to order by Chairman Dean Dishman.
The Roll of the Commission was called with the following
members present: Bill Keys, Earl Priest, Bob Madden, and Bob
Nicholes. Absent : Charles Shaffer.
(DISCUSSION REGARDING ZONING AND COST OF LEASING LOTS)
Chairman Dean Dishman stated that the first order of business
was to discuss the zoning of the new airport and the amount that
should be charged per square foot to lease the lots at the new
airport. Mr. Horan, the City Finance Director, who was present
at the Meeting, explained that the airport would be zoned under
a Special Use Permit or a Conditional Use Permit. Such a permit
enables the Airport Commission to designate where, what, and
how the buildings should be constructed, landscaped and designated
parking allocated. This could also be further developed to
include a Design Review which would go along with the Conditional
Use Permit which would state a criteria as to what the Commission
would allow to be built and then the Airport Commission would
have the authority to review the design which would keep some sort
of restrictions as to parking areas, size of buildings , and etc.
Councilman McCluskey questioned as to whether there would be
sewer and water service at the new airport in the near future .
It was his suggestion that the Commission request the City to
consider putting in a booster well at the corner of the airport.
The City will have to drill another City well anyway and if
one were put out by the new airport it could tie into the City' s
system and would provide additional water to the Canyon Hill
area as well as the new airport. Mr. McCluskey was concerned
regarding fire protection as well.
A discussion then followed regarding what the cost should be
per square foot for leasing the lots at the new airport. The
Commission agreed that 30 per square foot was a reasonable price,
but they did want to lease subject to the Commission giving
approval to the design of the building. industrial
MOVED by Madden, SECONDED by Priest that the/lots at the new
airport be leased at 3c per square foot. MOTION CARRIED
The discussion then turned to the possibility of getting the
water system out to the airport site. Mr. McCluskey again stated
that the City of Caldwell was dedicated to put in a new well each
year, and that he would recommend that the Commission ask the
en City Engineer to look into the possibility of putting a well in
