Minutes of the October 9, 1974, regular meeting were approved as written. Minutes of the 7iovember A, 1974, special meeting were read, corrected, and approved as corrected. fLD BITSTTTkSS The rough draft of proposed recommendations for bikeways was read. Points covered in discussion included: 10 Oregon, Colorado and New Mexico are leaders in trail development. Evaluation of the Oregon trailsystems has just been published, 2. The study being conducted on the Nampa-Caldwell connector corridor includes the possibility of bikeway inclusion. 3. The safety of bicyclists using lanes shared with automobile traffic is cuestionable. Val Wallace moved that the entire list of recommendations as stated in the ^ rough draft be sent at thin time. Seconded by Charleen Matheson. Passed.. ! The secretary was instructed to rework the recommendations into final form to be approved at a special meeting called for 10:00 A.M. on November 15, 197^, Recommendations to fill the vacancy on the Commission were not discussed. N1S:J BT'S TI ESS T`el ';Iilhelmsen presented the following bikeway classification as deireloned by the state of Oregon: Bike path - off road Bikeway - follows existing road Class I - completely separated from roadway 1 . Offers complete separation from motorized traffic. 2. Allows maximum safety for young or inex peri enced. cyclists. 3. Additional right of way is almost always required. 4. 7sually reserved for rural and recreational areas. 5. Generally allows two-way operation. Class TI _Itilizing extended curb or widened existing sidewalk, two-way on one side only or one-wa y on each side of roadway 1 . Shares the right of way with utilities. - 90 T'Tspally a, sidewalk adjacent to the roadway or a 'a.cility ser,arated from the roadway by ,a raised curb. 3. Payorable nubile reaction in terms of 'afety. 4. Not desirable for high speed. cycling. 5. Provides one-way or two-way traffic. GOALS PR_,3ENIED BY THE CALDWEEL BEAUTIFICATION COMj•IISSIUN FOR INCLUSION IN THE CALDWELL CITY PLAN First Goal: To provide an environment with immediate impact on both visitor and resident through the use of landscaping. Objective 1 - Preserve the existing trees a - establish an effective spray program to eliminate pests. b - establish a diseased tree treatment and/or removal program. c - establish policy of maintaining established trees in areas of new construction, both commercial and re sidential,whenever feasible. Objective 2 - Tree replacement a - fund a city nursery for replacement trees for public property and rights of way. b - establish a replanting program in conjunction with diseased tree removal. Objective 3 - Plant new areas a - include parking plantings in LIDs. b - provide design review for commercial buildings, planned unit developments, and subdivisions and make tree plantings whenever feasible a condition of approval. c - establish program to landscape and beautify major entrances to the city. Second Goal: To promote the revitalization of the downtown business core area. Objective 1 - Encourage the establishment of an overall plan for the downtown area which would integrate all existing buildings into a total harmonious design. Objective 2 - Encourage the upgrading of existing buildings within the frame work of the preceeding design. Objective 3 - Require that all remodeling of old or construction of new structures conform to this same design. Objective 4 - Give consideration to the appointment of a steering committee which would instigate and oversee the development of this plan. The steering committee could be a newly appointed body or an existing body such at the Chamber of Commerce, Retail Merchants Association, Planning and Zoning Commission or Beautir ,rte fication Commission. Further concepts which the Caldwell Beautification Commission believes should be included in the Caldwell Comphrensive Plan: 1 - Design review should become a part of all development approval procedures. 2 - To balance residential and commercial development with preservation of land for open spaces and green belts by retaining property already owned and ac- quiring additional land to further these purposes. 3 - To protect and improve rivers, streams and water bodies in Caldwell to pre- serve their natural resources and recreational values in order to provide for current and future recreation and open space needs of the city. Consideration should be given to mandatory set backs. (Taken for Canyon County Comp. Plan) 4. - A system of paths and trails for walking and byeicling, utilizing the three classifications of paths, should be developed which will link parks, play- grounds, other recreational areas, schools and community facilities and will contribute to city unity. 5 - Strengthen the enforcement of existing ordnances pertaining to the aesthetic quality of the city including, but not restricted to, weed control, vehicular parking, maintenance of rights of way and easements, and air, water and noise control. 6 - Develop a rehabilitation program to improve the living environment in older deteriorating residential neighborhoods, thus encouraging the continuance of a residential character of neighborhoods which might otherwise be invaded by commercial development. "141 7 - Actively pursue the establishment of a cooperative project with the City of Nampa and Canyon County for the planting of trees and overall landscaping in conjunction with the reconstruction of US 30 between the two cities. 8 - Encourage the coordination of programs, projects and activities to assure that development expresses the desires of the community. Bobbie Rankin presented the possibility of applying for \ hittenberger Foundation funds to be used on the Dixie Drain project in 197). She outlined • requirements for submittedproccts and stated that the annual meeting for consideration of applications for 1975 is to be held at noon on November 13. Action was tabled until after the Commission heard the presentation of Arlo Nelson. Mr. Nelson discussed the possible procedures for obtaining funding„ The importance of developing a total. comprehensive plan for adasti.on as part of the City Comprehensive Plan end to establish a timetable for funding was stressed. The Commission asked Mr. Nelson to include requests for study funding for this Commission in his applications for Title 701 or other applicable funds. He stated he would. The Commission voted to instruct Chairperson Bauman to present the total concept of Commission plans to the i<Thittenberger Foundation with a request for funds to implement the crisis planning for the Dixie Drain Bikeway and footbridge crossing that Drain. Mr. Thompson offeredthe assistance of his office whenever needed by the Commission. There being no further business the meeting was adjourned at 3;00 P.Tl,> Shirley Conger Secretary
