Several years ago in Caldwell, we bea77). to allow residential areas to be developed without provision for sidewalks, curbs or gutters The city also bean using only a portion ff its legal setback 7701" streets, makIn7 it seem the homeowner owned more fronts depth than he actually did. Perhaps this occurod because of our beleif that the automobile would forever hoop us interred. Decause* of economic and energy reversals and the recognition that walking and bicycling are very important to our physical and memtal health, we are now 0.077)1cring the lack of safe and wide streets and sidewalks. As bicycling became a haticnal past-time and our schools found r) it unoconamical to bus students who live within one and one-halq miles from schools, many of us have begin to fear a crisis ras d-)ve1o7ping on many of our streets, The city realized they could rot play a"catch-up game" Without a great deal of additions? revenue, rly groups, city council and Police Department, AATia, and a Bike Path committee did preliminary studios to possible bkie routes, took surveys and traffic counts in trying to determine which streets mI7ht accomodate bikes and pedistrians. Un happily, we have found that only 3 arterials, each with high traffic counts, are wide enough for a bike lane on each side of the road. Causing us futher frustration, the fact that we can only restrict parking on ono side of these streets-the result of which-- 7erJestrians, and two-way bike traffic will be forced to co-exist en) in a single 6-8 foot lane with no physical barrier from arterial t traffic. Opinion on our city council is split on the decision . . of whether or not to encourage this type of bike-lane to be used. Further adding to this problem, is that those three busy traffic arteries now have four of Caldwells 7 seven schools located on them. We hop that with the Comprehensive Plan for Canyon County and Cities beingadopted soon we will sec an end to these miserable mistakes in growth planning. It is evident nationally an well as locally, people want to conserve fuel, want to bike and want to walk----but where? The State of Idaho Parks and Recreation has determined Bikeways a its top priority, The Federal Government has legislated use of highway funds may be used for Bikeways. There is great public tax pressure being brought that local/monies be budgeted for non- motorized trails. liuch study throughout the U. S. indicates good reason for getting the non-motorized traffic away and separate from motor traffic. So far you have heard the problem which you all are very aware of, I am sure. The Beautication committee has asked me to prose to you the very exciting idea, which may provide a partial solution to our traffic -roller which is termed a "crisis" by that committee. . The engineers who participated in writing the Comprehensive Plan for county and cities agreed that the potentia] of the rivers and other drainage should be utilized into a well designed greenways system. Recognizing that water intermingaed with trees and low-lying n^terol vegetation provide a restful, re?a`k"n` area even withing t.,ho confines of an urban area, the 3iticens Advisory committee en Parks enclOpen Space set forth the following suggestion for a emN unique recreational option for Canyon County and its cities, under the heading URBAN GREENWAYS--these will utilize river or stream banks, ravines, hillsides, drainage and irrigation ditches, . Greenways ray be ,used for trails and bikeways and should link recreational . centers" . Elsewhere in the Plan, is the suggestion that schools and cities share in developing those neighborhood recreation centers adjacent to or as a part of school sites and also share in the their mai_ntenence. Your foundation has already helped make that concept a reality with the inclusion of tennis courts at the Jr. High. Our idea tis to use the Plans concept a bikeways along Dixie Drain would sfford a route for traffic of the non-motorized variety connectsidg Logan street on the north and south past the city limits to the new Jr. High School. Necessary for this concept to become a reality is to have a design drawn. We have workedwith the reginal planning agency of our county who agrees to assist us With this design. Our hope is to apply for state and/or federal matching funds, and the Caldwell City Council has unoffical- ly planned to budget some monies for this project.
