Present: members - Bauman, Rankin, Matheson, Enochs, Wallace, Mauer, 1 Higdem, Conger ex officio members - Williams, Collins visitors - Wilhelmsen, Beverly Burrell The meeting was called to order in the Council Chambers by Chairperson Bauman. It was announced that Jerry Mauer has been appointed to the Commission to complete the remainder of a two year term. He was welcomed to the Commission. Minutes of the meeting of December 9, 1974 were read and approved as read. OLD BUSINESS Parks and Recreation Commission - Val Wallace and Bobbie Rankin reported current discussion concerns the ski bus, the closing of the road through the park with that area being planted in grass, and the repainting of the pool. Idaho Park Foundation - The meeting with Jerrie Castro, Executive Director, on January 9, 1975, was attended by Mary Higdem, Jerry Mauer, Val Wallace, and Shirley Conger. A report of the content of that meeting was reported as follows: Idaho Park Foundation Established to augment tax dollars in the field of recreation and as a tax shelter vehicle Administers private funds Not a part of government but all recipients are governmental agencies Incorporated with 501-C3 tax exempt status Governed by policy setting board of 10 with statewide representation Hope Keating - president Jerrie Castro - employed as executive secretary Board to be increased to 20 in March Board is self appointing Third established state foundation - only one capable of helping city and county as well as state agencies Funded $35,000 for 2 year operation by the Bicentennial Commission Gifts Explained in a brochure May include: Land suitable for recreation use Land unsuitable for recreation use but with value when sold or as income producing Stocks and securities Cash May be restrictive or non-restrictive Area - region or governmental agency 1 Use - Specific project, type of recreational use, administration Foundation not currently ready to administer recreational areas, would donate land to governmental agency for administration Patron program established about one month ago Balance of large and small doners necessary to maintain tax exempt status Money to be invested for future possible grants to any area the Board deems necessary CALDWELL BEAUTIFICATION COMMISSION Regular Meeting - January 13, 1975 Page 2 Idaho Park Foundation (continued) Propose establishment of local citizens committees Generate interest and public awareness of Foundation Clears governmental appointed commissions from soliciting funds for their own agencies Could serve as ad hoc committee of either local agency or of Foundation Establishment of local foundations discouraged as would be in competition for large outside grants Miscellaneous information BOR funds - priorities currently 1 . water based projects 2. land acquisition 3. other projects such as tennis courts, pools, etc. Model assessments of recreational areas being done by the State (SCORP) To be used as guides, not simply as plans to be implemented by cities Dave Taliaferro in charge Comments: Model assessment could be useful to us Appears Foundation not very helpful to this Commission on immediate projects but its existance and capabilities should be remembered for future Citizen committee could be considered in connection with countywide planning of greenbelt Dixie Drain Independent Bike Path Study - The following report on the initial investigation of the Dixie Drain (Special Meeting - January 9, 1975) was presented by Chairperson Bauman: Attending: Reed, Wallace, Matheson, Enochs, Bauman, Collins, Mel Lewis, Mel Wilhelmsen, Photographer Jan Boles The Ditch is a natural drain. It has not been well maintained by Pioneer Irrigation from Linden to the golf course, possibly because it is urban rather than farm property and therefore not necessary for irrigation. Also, there is much intrusion to the ditch by many landowners. A portion of the ditch right of way belongs to the Federal Government, a portion belongs to property owners on the other side of the ditch, and a portion is deeded to the city. Private buildings and fences often impede the right of way between Logan and Linden. From Linden to the new Jefferson is farm land with no physical barriers. Mel Lewis, City Engineer, has expressed willingness to do some initial inventory and mapping. The News Tribune is planning to take aerial photos of Caldwell soon. Contact has been made with Editor Rick Coffman on the possiblitiy of including some shots of Dixie Drain. Chairperson Bauman asked Mary Higdem to work with Mel Lewis and Jan Boles in determining what aerial shots would be helpful to us. State St., Boise 83703 Design and Construction of Independent Path - Gwen Reed, Lou Ann Enochs Resources - George Dufur, Arlo Nelson, Art Collins, Mel Wilhelmsen, Mel Lewis Publicity and General Chairman - Charleen Matheson Resources - Alta Williams, Rosalyn Barry, Marilyn Bauman Maintenance and Supervision - Bobbie Rankin Resources - Art Collins, Charles Astleford It was further stated that publicity will begin soon with pictures and an article setting forth, very generally, the idea and possibilities of an independent bike path on the Dixie Drain. It is hoped that the citizenry can be brought along on each step with us so that no one is unaware of what we are talking about. The possibility of asking the Pioneer Irrigation District to exercise their right of way in cleaning the ditch as one method of clearing out privately erected impediments was discussed. Mel Wilhelmsen stated his preliminary observations indicated the probable ^ best location for the bike path would be on the east side from Logan to the back of the Methodist Church property, crossing over at that point and continuing on the west side to Jefferson Junior High School. Councilman Williams reported that the preliminary city budget includes $8800 in the Roads and Streets Department and $15,000 from Revenue Sharing for bike paths. She further reported the City Council is working on plans for an off street bike path along 10th through the golf course to Logan, then down Logan to the Dixie Drain. It was reported that the Whittenberger Foundation grant has been deposited in the School District account to be held for the proposed Dixie Drain Bike Path. 10th and Grant 4-way Stop - The Commission has been requested by Councilman Les Carter to present a further recommendation on that intersection. Charleen Matheson moved that we stand by our recommendation as written on November 30, 1975. Seconded by Jerry Mauer. Defeated. Val Wallace moved that the Commission recommend that some form of traffic control be continued at the 10th and Grant intersection. Seconded by Bobbie Rankin. Motion and Second withdrawn. Val Wallace moved that we recommend that the stop sign on 10th at Grant be left in place until a comprehensive study can be made of pedestrian and bicycle traffic at this intersection, and we think this study should specifically include spring, summer, and autumn usage. Seconded by Bobbie Rankin. Passed.
