Regular Meeting
June 9, 1975 - 11:30 A.M.

The meeting was called to order in the Council Chambers by Chairperson Bauman.
Minutes of the meetings of April 29, 1975 and May 27, 1975 were approved as written.
Weeds - Chr. Bauman reported that Rick Coffman and Jan Boles have been contacted
and will be taking before and after pictures of problem areas. It was further
reported that Simplots and Tom Edmark have both quickly complied after a reminder
from this Commission. Members of the Commission were each assigned a list of
offenders who will receive a letter from the Parks and Recreation Department this
week. Members are to call during the week of June 15 utilizing the attached
"Telephone Communication to Weedy Property Owners", City Weed Ordinance, list of
commercial weed and spray companies, and the Weed Seminar report in the minutes
of April 14, 1975, as guides for their calls.
Bicentennial - Gwen Reed reported that Duane Wolf has scheduled the Bicentennial
Scrolls in all area banks for signing. The wagon train will be in Caldwell on
August 1 , 1975, to pick up the Scrolls. A community picnic is planned for that
evening with the old time fiddlers and a show from the wagon train as entertain-
ment. Gwen further reported:
1 . The Chamber of Commerce file on Bicentennial Celebration contains
little more than information on things to sell.
2. The U. S. Army Bicentennial Caravan of four vans containing exhibits
of army history will be in Caldwell on September 2, 1975.
3. The Idaho project is the restoration of Cataldo Mission.
4. A western history display was held at the College of Idaho in March.
Discussion of further projects concerned the sponsoring of a "Know Caldwell and
its History" column and coordinating efforts of the Kiwanis and Canyon County
Historical Society toward improving and making more available the Van Slyke
Museum. No action was taken pending further investigation by Gwen.
Project priorities - Val Wallace presented a list of possible projects. The
. Commission voted with the following results:
1. Consideration of a series of bicycle pathways including a pathway
between Caldwell and Nampa.
2. Making Indian Creek an attractive asset.
3. Helping to increase public park areas, especially neighborhood parks
and "tot lots".
4. Improving the appearance of downtown Caldwell, possibly planting trees
or flower pots on Cleveland and Blaine.
5. Consideration of ways to improve the appearance of entrances to Caldwell.
6. Nampa-Caldwell Boulevard strip development.
7. Helping the Sidewalk Committee.
8. Decoration of city property, such as attractively painting fire hydrants.
9. Attaining suggestions from citizens of Caldwell for beautification
projects.
Other areas of concern listed but not ranked in the voting were:
a. The Idaho Power coal fired plan south of Boise.
b. The use of gravel instead of grass in residential areas.
c. Noise pollution - motor bikes in residential areas.
d. Provision of trash cans for use downtown, possibly using decorative
containers.
e. Consider ways to help the Rose Garden Committee.
f. - Bicentennial Celebration.

Bike Paths - It was noted that the School budget hearing will be held June 16,
1975. Chr. Bauman will contact Assistant Superintendent Deide and follow through
on the possibility of including funds for bike paths in the budget.
Chr. Bauman reported that Arlo Nelson has proposed to the Canyon Development Council
that a county wide open space - parks and recreation comprehensive plan be
developed utilizingwa $5000 federal grant, $2000 from his budget, and $2500 from
a budget refund. The proposal is on the agenda for the June meeting of C.D.C.
Bobbie Rankin moved that this Commission recommend to the Canyon Development
Council that they act favorably on Arlo Nelson's proposal. Seconded by Mel
Wilhelmsen. Passed unanimously. The secretary was instructed to send a letter
to the C.D.C. informing them-of this recommendation and stating that the Caldwell
Beautification Commission has voted as its number one priority the development of
a system of bikeways within Caldwell which would tie in with county and statewide
systems.
The meeting was recessed at 1 :10 for a tour of bike paths as proposed by the
Bikeways committee. Those taking the tour were Bauman, Matheson, Wilhelmsen,
Rankin, Collins, and Conger. Several alternate routes were investigated in
addition to those proposed.
1. Use of 9th onto Fairview as an alternate approach to Logan.
2. Use of the back edge of Washington School property from Logan to Fillmore.
3. Use of 12th from old Jefferson School complex to the approach of the
10th Avenue I 80 interchange and thus under the interstate to Canyon Hill.
4. Alternate use of 11th from the railroad tracks to the 10th Avenue I 80
interchange.
5. Use of Albany from 11th or 12th, under 10th, then to Belmont, on Belmont
to the Riverside Canal, along the Canal to the NW I 80 interchange,
and along the Canal and Boise River to Curtis Park.
6. Possible off road bikeway along North Illinois to Canyon Hill.
Questions which arose along the routes will be investigated by the Bikeways committee.
Cathy Jones, property owner along the proposed Dixie Drain Path, was visited. The
Drain Ditch was viewed from a "back yard" approach and plans for the path were
discussed.
There being no further business, the meeting was adjourned at 3:30 P.M.
