Regular Meeting

Present: Bauman, Matheson, Conger, Williams
No business was conducted due to a lack of quorum. Meeting will be rescheduled.

The following resolution concerning the proposed trade of a piece of land on the
west side of Canyon Hill and bordering the Riverside Canal to G. L. (Butch) Otter
for a piece of land across from the cemetary was approved for presentation to
the regular meeting of the City Council by phone vote of the following:
Bauman, Matheson, Reed, Maurer, Conger.

The resolution was presented to City Council at its regular meeting on July 15, 1975.
The Council voted (4-1-1 abstaining) to delay final approval of the proposed land
exchange for thirty (30) days for further study.

The Caldwell Beautification Commission has voted approval of the
following resolution:
Whereas the establishment of a system of bicycle paths for Caldwell
has been under consideration for several years; and
Whereas the Caldwell Beautification Commission is currently preparing
a detailed plan for such a system of bicycle paths, pedestrian
ways and/or other trails for inclusion in the newly defined
Caldwell Parks and Recreation Comprehensive Plan; and
Whereas the area bordering both sides of the Riverside Canal from the
old Highway 30 bridge to Curtis Park has always been considered
an integral part of that comprehensive system of paths; and
n'hereas the Comprehensive Plan for the City of Caldwell specifically
calls for the use of river banks, canal banks and/or ravines
as public greenways; and
Whereas the piece of property which the City of Caldwell has indicated
/1 an intent to trade away lies within the aforementioned
guidelines; and
dllereas the immediately adjacent property south along the Canal belongs
to Canyon County, thus establishing public ownership of at
least fifty per cent of the proposed greenway; and
Whereas the later acquisition of this type of land will become more
difficult and expensive as Caldwell grows; and
Whereas the Caldwell Beautification Commission believes the Council
has not been made aware of all of the considerations involved
in this trade;
Therefore, the Caldwell Beautification Commission recommends that a
final vote on the exchange of property between the City of
Caldwell and Mr. G. L. (Butch) Otter be postponed until such
time as a careful study of the various proposed uses of the
property involved be completed and evaluated; and
It is further recommended that should such a postponement not be
granted, that adequate right of way and access for such a
system of paths and/or trails be provided for and guaranteed
in the exchange of said property.
