A Present: members - Wallace, Wilhelmsen, Bauman, Matheson, Conger ex officio - Collins, Williams Mayor Pasley Councilmen - McCluskey, Banks, Carter, Gamboa visitors - Doug Erdman, Sherm Jaffe The Commission and. Council went to the Canyon area involved in the proposed land exchange to view and discuss boundries, possible uses and alternatives. Aerial maps showing City holdings in the area had been prepared by Mr. Gamboa. Rescheduled Regular Meeting July 29, 1975 - 11 :45 A.M. Present: members - Bauman, Wallace, Willhelmsen, Matheson, Conger ex officio - Collins visitors - Doug Erdman, Sherm Jaffe The meeting was called to order by Chairperson Bauman in the Council Chambers. Proposed City land exchange of Canyon property - General discussion was held on possible methods of retaining the Canyon property for future City use. Art Collins reported that specific standards governing the acquisition and retention of this type of land will be included in the revision of the Parks and Recreation Compre- hensive Plan. Doug Erdman stated his opinion that size standards really are not etit necessary when evaluating land for potential use. The following alternatives or compromises were discussed: Ask for restrictive use in that area or any other area along the River and Canal which would be included in greenbelt planning. Suggest the granting of a renewable lease rather than exchange. Ask for moratorium on land exchange or sale until the Comprehensive Plan revision is finished and adopted. Allow use of the land with the stipulation that use cannot be detrimental to the greenway plan along that Canyon in the future. Points to stress in support of retaining the Canyon property: Preservation of Canyon and River for greenway development and as natural greenway access. Historical value as a crossing of the Oregon Trail. Anthropological value. Heritage value as the "namesake" of Canyon County. .Financial value. Val Wallace will contact Canyon County Historical Society informing them of our investigations. Tax revenue generating capabilities of the lands involved in the proposed exchange will also be investigated. A letter to the editor will be drafted in an effort to acquaint the public with the information and possible alternatives. Dixie Drain Project - Shirley Conger reported on a meeting she and Gwen Reed had with Mel Lewis at which time easement ownerships, possible landowner objections, and procedural steps to obtaining easements were discussed. It was decided to n present our tentative plans to the Planning Commission and Council for approval, backing, and a definite committment before meeting with the land owners involved in the Dixie Drain Project. It was noted that to date the City has not committed any of its own funds to the project. Caldwell Beautification Commission Rescheduled Regular Meeting - July 29, 1975 Page 2 /1 Dixie Drain Project (continued) - Charleen Matheson reported that the planned presentation being prepared by the Bikeway Committee will include: 1 . The necessity for bikeways 2. Features of bikeways 3. Existing hazards without bikeways 4. The proposed general plan Mel Wilhelmsen presented a map showing the proposed bikeway system. Shirley Conger moved we approve the map as presented. Seconded by Val Wallace. Passed. The plan will be presented to the Planning Commission on July 29, 1975. Vacancy on Commission - Chr. Bauman reported that Jerry Maurer is resigning from the Commission because his job will involve more time in the future. This leaves two vacancies. Val Wallace moved we ask Jackie Brooks, Sherm Jaffe, and Ken Roberts if any would be willing to serve. Seconded by Charleen Matheson. Passed. Senior Citizen Center - Chr. Bauman reported that she has a copy of the impact study and guidelines for protests to the siting of the Center available for those interested. Letters will be sent on an individual basis only. Jefferson Junior High School Complex - Charleen Matheson reported that Tony Neumeister has submitted. some tentative plans for remodeling and uses of the buildings to Al McCluskey. Chr. Bauman will draw up a proposal for investigation of the Jefferson complex for approval or action at the next regular meeting.
