The meeting was called to order in the Council chambers by Chairman Matheson.

Minutes of the meeting of December 15, 1975 were approved as written.

Discussion was held with Pioneer Irrigation representatives present as follows:
1. Pioneer Irrigation has the legal right to clean the ditch and do any
work necessary for maintenance of the ditche h.

2. Cleaning should be done from Logan

4. The possibility of using pipe instead of a bridge was presented. If
the City would furnish pipe, the District would install it using debris
from the ditch as partial fill. Mr. Norland stated cost of adequate
pipe would be about $25 per foot.
5. Piping the ditch north of Ash and putting the path on top of the pipe
was discussed as possible solution to apparent lack of adequate ditch
bank at that point.
6. Mr. Houston stated the Irrigation District would like the City to
submit plats for new subdivisions to them for approval to forestall
ditch bank encroachment in the future.
7. Pioneer Irrigation usually clean ditches whenever there is a complaint.
Complaints within the City usually go to the City. They would clean
the ditch now if requested by the City.
8, District would like a City official to go with them to notify those
owners wherever obstructions are going to have to be moved. Usually
only landowners having obstructions to the cleaning are notified that
the ditch is to be cleaned. District policy is that it is the
responsibility of the owner to replace parallel fenestken out eyt,�
the District but the District usually replaces perpendicularprop
dividing fences as they proceed to prevent the loss of livestock.
9. Approximate working time would be one week to prepare the road and
one week to clean the ditch. Cleaning could probably be accomplished
within six weeks before the District gets too busy with spring work.
10. This Commission requested Pioneer Irrigation leave as snich natural
growth as possible during the cleaning process.

Pioneer Irrigation District representatives were excused.
The Mayor informed the Commission he would request cleaning of the ditch because
of several complaints.
Forestry and weed program - Val Wallace reported she had no recommendation to
make to this Commission and had given the copy of the proposal to Councilwoman
Bauman.
Spring cleanup - Jackie Brooks reported that no plans had yet been made but
that she would check with the Mayor and Art Collins on dates and any suggested ,
projects.
Elections - Nominations were opened for Secretary. Mel Wilhelmsen nominated
Shirley Conger. Ken Roberts moved nominations cease. Seconded by Jackie Brooks. 4
Passed. Ken Roberts moved a unanimous ballot be cast for Shirley Conger.
Seconded by Mel Wilhelmsen. Passed.

Seconded by Jackie Brooks. Passed. Ken Roberts was elected by secret ballot.

Bikeway Standards - Mel Wilhelmsen presented the proposed bikeway standards to 'pc
incorporated in the Parks and Recreation Comprehensive Plan. Following discussion 4
