CALDWELL BEAUTIFICATION CONNISSION
Special Meeting ti
March 8, 1976 - 11 :45 A.M.
u,
Present: members - Matheson, Brooks, Wallace, Roberts, Conger
ex officio - Bauman •
The meeting was called to order in the Council chambers by Chairman Matheson.
Dixie Drain project - Chairman Matheson reported the special School Board
meeting called for the purpose of presenting their proposal for alleviating the
traffic problem at Jefferson Junior High School is to be held at 8:00 P.M. today.
Discussion held concerning alternatives which could be considered for bike use
if the Dixie Drain plans are rejected by School District and the City included
the following points:
1 . Only 3 streets are wide enough to accommodate a bike lane - 10th,
Montana, and Linden. •
2. Narrow streets could be widened to their full capacity but at a very
high cost. Building sidewalks and bike paths along the sides of
those streets would be cheaper.
3. Streets such as Ray or Washington could be used only if traffic were
restricted to one way.
4. The opening of any streets ,an the Jefferson Junior High School area
would use a sizeable portion of. the City's street budget thus
jeopardizing such projects as the widening of North Illinois.
Alternatives possible if the Dixie Drain project is continued were listed as
elthe condemnation of property and the possible reopening of vacated Oregon Street
' to non-motorized traffic. It was commented that condemnation is being done in
Boise and could, in this case, be considered more consistent with the public
good than other condemnation proceedings filed in Caldwell in the past. It was
• noted that the tiling of the ditch in areas where easements cannot be obtained
would not be possible because property lines do include the ditches.
Commission members were asked to contact citizens and groups who favor bike
paths asking that they be present at the March 16, 1976 City Council meeting.
The meeting was adjourned at 1 :20 P.M.
