October 18, 1976 - 11 :35 A.M.

The meeting was called to order in the Council chambers by Vice Chairman Roberts.
Rip Gledhill moved that the minutes of September 20, 1976 be approved as received
by members. Seconded by Val Wallace. Passed.
Trees - Ken Roberts reported the first reading of a new tree ordinance as proposed
by the Tree Committee was held at City Council meeting October 5, 1976. A special
meeting of Council was held on October 13 which was immediately adjourned because
of the absence of Councilwoman Bauman. However, following adjournment, informal
discussion of the ordinance did take place.
Councilwoman Bauman pointed out that there were several errors in the proposed
ordinance as printed which needed to be corrected before passage. Attorney
Tunnicliff recommended that the second reading be postponed until the ordinance
could be split into two ordinances to be considered separately, one concerning
trees and shrubbery and one concerning emergency aspects of Dutch Elm disease.
At the same time any corrections deemed necessary could be made.
Bob Tunnicliff was excused.

The proposed ordinance was studied and discussed in detail.
Bobbie Rankin arrived at 12:00 P.M. Jack Raymond arrived at 12:35 P.M. John
Renk was excused at 1 :05 P.M.
A list of corrections deemed necessary by Commission members was compiled for use
by Councilwoman Bauman in further discussion with other Council members. A
meeting with Council members was scheduled for noon on Thursday, October 21 , 1976.
Councilman Raymond pointed out that rather than postponing the second reading, it
might be possible to present a substitute amendment, thus continuing the readings
on schedule.
Quiet park - Ken Roberts reported that Rotary had negleted to put the quiet park
project on the agenda for their September Board meeting but that it would definitely
be discussed at their October meeting.
Councilman Raymond reported that the proposed site was included on a Council bus
tour of possible City projects so that when the proposal of this Commission is
ready, Council members will be aware of the site.
Commendations - Bobbie Rankin reported that she had called Council President
McCluskey with a nomination for Council commendation and was told that because
this Commission had not decided to sponsor such a program, the news media refused
to publish commendations. Councilman Raymond reported he had taken another
nomination directly to the newspaper and had also been refused. Rip Gledhill
moved that this Commission start a program of commending individuals, organizations,
or commercial establishments for beautification of their property. Seconded by
Bobbie Rankin. Passed with one dissenting vote. Procedures for commendation
are to be worked out at a later date.

Bikeways - Shirley Conger reported that Mayor Pasley has said that the bid
1411) acceptance for the widening of North Illinois does include an eight foot bike
path on the east side of the street.
Weeds - Rip Gledhill reported that the weedy area belonging to the College of
Idaho which was discussed at the last meeting has been totally cleaned up.
There being no further business the meeting was adjourned at 1 :25 P.M.
