On October 21 , she, Jess Payne, Bob Tunnicliff, and Don Horan met with Council members and the Mayor. At that time it became clear that some members of the Council were opposed to the ordinance or to sections of the ordinance. Mr. Tunnicliff was instructed to draw up a separate Dutch Elm Disease ordinance and amendments to the current ordinance. At the same meeting the possibility of the City helping private citizens by accepting monthly payments for necessary work was suggested and was to be pursued. Jess Payne reported that contract removal and replanting has been established and showed the two contracts which are being used. (copies attached) He stated that almost all of those contacted thus far where removal is necessary have been both cooperative and enthusiastic. He also presented a list of suggested trees for street tree planting in Caldwell which he had prepared for distribution. (copy attached) The two new ordinances drawn up by Mr. Tunnicliff were presented for Commission study. Following study and discussion, Val Wallace moved that the Commission approve both ordinances as presented. Seconded by Marge Macy. Passed. The ordinances will be presented to City Council at their regular meeting on November 16, 1976.
